The Selectmen may regulate the numbering of buildings on or near the lines of public or private ways and shall, when requested in writing to do so by a majority of the residents or owners of real estate on or near the line of any such way, order in writing the owner of said building to place on his buildings such numbers as the Selectmen may require.
The owner of a building upon receipt of such order shall comply therewith within 10 days.
[Adopted ATM 6-15-1982 by Art. 7]
The Board of Assessors shall assign numbers to all buildings on streets in the town and shall maintain a suitable record of all such numbering. Such numbers shall run continuously from end to end of the street.
The Board of Assessors shall not have the authority to renumber a street unless such renumbering is ordered by the Board of Selectmen, which may order a street renumbered whenever it deems necessary.
The Building Inspector shall when issuing an occupancy permit include the proper number on the permit.
The owner or occupant of every building and tenement situated within the town boundaries shall cause to be placed and maintained such numbers as may be assigned thereto, under any provision of this Article. The size of the numbers shall conform to the provisions in § 83-6 of this Article, and be so placed as to be easily observed from the street in front of the premises.
Each building or tenement shall have a number, a minimum of four inches high in clear block style and of contrasting color with the background. This number shall be mounted on the side of the building facing the street. In cases of long setback distances, the number shall be mounted on a pole for that purpose no more than 10 feet from the street and no more than eight feet nor less than five feet above the ground.
It shall be the responsibility of the owner of each building of multiple occupancy in the Town of Southwick to have each occupancy numbered and have these numbers comply with the provisions of this Article.
If the owner or occupant of any tenement or building fails to number the same in accordance with the provisions of this Article, it shall be the duty of the Building Inspector or his authorized agent to place the proper number thereon, and the cost thereof may be assessed by the Board of Selectmen upon the owner or occupant.
The fine for refusing to comply with the provisions of this Article shall not exceed $20 for each and every offense.
