A. 
Except as provided in § 203-3, Broadford Park, including the entire surrounding Broadford property, closes at dusk. For purposes of this article, and all sections hereof, "dusk" shall mean sunset plus one hour.
B. 
Hunting or discharging firearms within the park is strictly prohibited.
C. 
Entrance to the Broadford Park facilities shall be from Pittsburgh Avenue entrance only and those entering will be expected to pay the fees adopted and posted by the Mayor and Town Council of Oakland per the Town of Oakland Resolution of Fees, Fines, Rates, Charges, etc. There shall be no entrance to the park area and/or lake from any other location unless otherwise specified by the Mayor and Town Council of Oakland. The property shall be posted in accordance with this provision. Anyone entering the Broadford Park property from any other entrance other than the Pittsburgh Avenue entrance shall be deemed in violation of this article. Violation of this article is a misdemeanor.
D. 
Littering is prohibited.
E. 
Except as provided for in § 203-3 hereof, alcoholic beverages are permitted at the picnic tables only.
F. 
Gates will be locked at dusk. All persons are expected to have exited the park at the time the park closes. Any person remaining in the park after the gates are locked will be deemed in violation of this article and deemed trespassing.
G. 
Broadford pavilions shall be used only after paying the required fees as established by resolution and obtaining prior approval.
H. 
Persons entering or recreating at Broadford Lake Park shall be required and responsible for paying the fees adopted by the Mayor and Town Council of Oakland per the Town of Oakland Resolution of Fees, Fines, Rates, Charges, etc. and failure to do so will be a violation of the Town code per §§ 203-4, 203-5, and 203-6.
A. 
Fishing is only permitted between 7:00 a.m. and dusk. This includes the entire lake.
B. 
Fishing is only permitted during the regular fishing season (March 1 through November 30). Notice will be posted to this effect. Any person fishing in the lake during prohibited times will be deemed to be in violation of this article.
C. 
Fishing is permitted only with licenses as may be required by state law, and in addition with a special permit/pass obtained from the Town of Oakland.
D. 
Night fishing is prohibited.
E. 
Ice fishing is prohibited.
F. 
Gasoline-powered boats are prohibited, unless special written permission is given by the Town of Oakland.
G. 
The Department of Natural Resources is hereby granted authority to enter the property and enforce all regulations applicable to such bodies of water.
H. 
Fines will be assessed for the illegal possession of fish at the rate of $10 per inch.
I. 
Persons entering or recreating at Broadford Lake Park shall be required and responsible for paying the fees adopted by the Mayor and Town Council of Oakland per the Town of Oakland Resolution of Fees, Fines, Rates, Charges, etc. and failure to do so will be a violation of the Town code per §§ 203-4, 203-5, and 203-6.
A. 
Entrance to the Broadford Park facilities for the specific purpose and only for the purpose of participating in or attending sporting events on fields set aside for that purpose, including Little League, Old Timers League, softball, volleyball, if applicable, etc., shall be from Broadford Road in accordance with the directives which may be promulgated from time to time by the Mayor and Town Council of Oakland. Entrance to the playing field area of the park may be permitted at other times with the written authorization of the Mayor and Town Council of Oakland.
B. 
Alcoholic beverages shall be permitted in the general area of the playing fields. The rules for the consumption of alcoholic beverages, the location of said beverages, and other such matters shall be under the control of the individual leagues. Drunkenness is prohibited. In no event shall alcohol be used on or in the immediate vicinity of the fields, nor in the vicinity of any activity being carried on by minors.
C. 
The playing field area of the park, as described in Subsection A of this section, closes at dusk, and the gates thereto must be locked at that time, except as provided for herein. When authorized activities are taking place on the said playing fields, including baseball games, softball games, volleyball, etc., the closing time of the park shall be at the end of the game, plus a reasonable time for those participating and attending to exit the park. All persons are expected to have exited the park at the time the park closes. Any person remaining in the park after the gates are locked will be deemed in violation of this article. Leagues have been or may be delegated the responsibility of closing and locking a gate or gates at the Broadford Road entrance, and in the event a league is assigned such a task, it will be responsible for seeing that said gate or gates are in fact locked each night. Accomplishing the locking of a gate or gates, if so assigned by the Town, shall be a prerequisite to a league or other organization using the playing fields or other athletic facilities, and the failure to do so on a consistent basis, to the satisfaction of the Town, may result in the Town restricting use of the fields or facilities by the offending league or participant up to and including a prohibition against a league or participant using a field or other facilities of the park.
D. 
All persons organizing or participating in any league are required to report any signs of trespassing or vandalism immediately.
A. 
It shall be unlawful for any person to fail to comply with any part or section of the regulations of this article, and failure to do so shall be a misdemeanor.
B. 
The Town of Oakland reserves the right to remove, ban or suspend any person from future use of the park who fails to obey park rules and regulations as well as anyone who fails to obey any other local, county, state or federal laws.
The Mayor and Town Council of Oakland gives the Oakland City Police, the Garrett County Sheriff's Department, the Maryland State Police, and/or the Maryland Department of Natural Resources the authority to police the area, and shall have arresting and/or charging authority within the entire area designated by this article.
Violations of this article shall be subject to the following penalties, unless otherwise governed by state law, in which case, the maximum penalty shall apply:
A. 
$100 for each violation of this article.
B. 
With regard to illegal possession of fish, a fine of $10 per inch of illegal fish.
C. 
The Town of Oakland reserves the right to remove, ban and/or suspend any person violating park regulations from future use of park facilities and consider any such banned violators as trespassing on the property.
