As used in this chapter, the following terms
shall have the meanings indicated:
ABANDONED VEHICLE
Any vehicle which is not in operable condition (not capable
of being driven or operated) and has not been in operable condition
for more than 30 days; any vehicle which has not been registered with
the Maryland Motor Vehicle Administration or the vehicle registration
department of any other state of the United States; and for which
a valid registration certificate and license tags have not been issued
for more than 30 days; any vehicle which is used to scavenge parts
or from which any parts have been taken.
CONSTRUCTION VEHICLE
Any back hoe, track hoe, bulldozer, loader, grader, roller,
construction trailer or any other such vehicle determined by the Mayor
of Oakland or his or her authorized agent to be a construction vehicle.
PERSON
Any natural person, firm, partnership, association, corporation
or organization of any kind.
TOWN
The Town of Oakland, a municipal corporation organized under
the laws of the State of Maryland, and includes the Mayor and Town
Council of Oakland.
TRAILER
Any vehicle designed to be pulled behind an automobile, truck,
bus or construction vehicle or any other vehicle.
VEHICLE
Any automobile, truck, bus, trailer, camper, motor home,
bicycle, motorcycle, motor scooter, boat, ATV, airplane or construction
vehicle; any conveyance used in transporting passengers or merchandise
by land, water, or air.
Abandoned vehicles shall be prohibited from
being located within the Town unless stored in a garage or storage
building, out of sight, with the exception that the Town will allow
one abandoned vehicle, which is:
A. Located on property which is owned or rented by the
owner of the abandoned vehicle; and
B. The abandoned vehicle is covered by a car cover manufactured
for that type and model of vehicle.
In the event the violator of any provision of this chapter is a minor, the enforcement provisions in §
271-3 shall apply with full force and effect upon the parent, parents, guardian, or other such person or persons directly responsible for the conduct of the minor.
