Traffic control signals shall be installed, maintained and operated at the intersections and locations described in Schedule I (§ 142-28).
The streets or parts of streets described in Schedule II (§ 142-29) are hereby designated as one-way streets, and vehicles shall proceed along those streets or parts of streets only in the direction indicated.
A. 
Prohibited turns generally. No person shall make a turn of the kind designated (left, right, all) at any of the locations described in Schedule III (§ 142-30) during the hours indicated of any day.
B. 
Prohibited turns on red signals. In accordance with the provisions of § 1111(d)(2) of the Vehicle and Traffic Law, no person shall make a right turn on a steady red signal at the locations designated in Schedule III (§ 142-30).
The turning of vehicles so as to proceed in the opposite direction (otherwise known as a "U-turn"), except at a street intersection, is hereby prohibited on any of the streets or parts of streets of this Village, except as described in Schedule IV (§ 142-31).
The streets or parts of streets described in Schedule V (§ 142-32) are hereby designated as through streets, and stop signs shall be erected at entrances thereto as indicated. All vehicles shall comply with said signs.
The intersections described in Schedule VI (§ 142-33) are hereby designated as stop intersections, and stop signs shall be erected as indicated.
The intersections described in Schedule VII (§ 142-34) are hereby designated as yield intersections, and yield signs shall be erected as indicated.
The maximum speed at which vehicles may proceed on or along any streets or highways within the Village is hereby established at 30 miles per hour, except that the speed limit for vehicles proceeding on or along those streets or parts of streets described in Schedule VIII (§ 142-35) shall be as indicated in said schedule.

A. 
No operator of a motor vehicle shall operate such vehicle in a manner which can reasonably be foreseen to substantially enhance risk of personal injury to others, or significantly enhance risk of property damage. Such violation will occur where such operation indicates intentional disregard:
(1) 
For the proper observation and attention to actions indicating unlawful operation of motor vehicles by other motor vehicle operators;
(2) 
For the rights of pedestrians;
(3) 
For the rights of persons properly operating vehicles within the provisions of the Vehicle and Traffic Law;
(4) 
For the safety of persons on the highway lawfully undertaking loading and unloading of vehicles;
(5) 
For the safety of persons on the highway due to temporary circumstances, created by vehicle malfunction or accident; or
(6) 
For operators of vehicles undertaking reasonable actions due to emergency circumstances or responding to lawful authority.
B. 
No operator of a motor vehicle shall operate such vehicle in a manner which can reasonably be foreseen to induce other vehicle operators to disregard the provisions of the Vehicle and Traffic Law.
