A. 
Plans showing original and finished grades and plans showing proposed drainage facilities shall be submitted to the Village Planning Board and the Superintendent of the Department of Public Works (DPW) before final subdivision plat approval can be given. No construction shall be commenced until such approval has been given.
B. 
The Superintendent of the Department of Public Works (DPW) will be notified when work in accordance with the specifications stated below will be commenced and is being done, so that he may make frequent inspections to ensure compliance with the specifications as stated below.
A. 
General.
(1) 
The contractor shall remove all rock, earth and other material required by the plans for the full width of the street property. He shall dispose of this material as required.
(2) 
Earth embankments shall be constructed to established lines and grades for the full width of the street property at the locations shown on the plans. Embankment material shall be natural soil, free from excessive moisture, frost, stumps, trees, roots, sod, muck, marl, vegetable matter or other unsuitable materials. Embankment material shall be obtained from borrow pits approved by the Superintendent of the DPW and shall be well graded from fine to coarse with a minimum content of silt.
(3) 
Where embankments are to be placed under water, only acceptable granular material shall be used. All materials shall be suitable for compaction in layers not to exceed eight inches in thickness and shall remain stable when wet.
B. 
Stripping.
(1) 
Prior to the commencement of excavation or fill, stripping shall be conducted to remove all topsoil, roots, organic matter, rubbish or other debris for the full width of the street property.
(2) 
Usable topsoil from stripping shall be stockpiled for future use in piles at approved locations outside the limits of the street property.
C. 
Materials to be used.
(1) 
If there is not sufficient excavated material of a suitable quality at the site to complete the embankment, subgrades and backfilling to the required lines and grade, the contractor shall borrow the necessary additional materials. The source and acceptability of the borrow material shall be subject to the approval of the Superintendent of the DPW at all times.
(2) 
The contractor shall request the Superintendent of the DPW's approval of proposed borrow areas at least five days before taking any material from such areas. All test pits, explorations and laboratory tests required by the Superintendent of the DPW to evaluate the acceptability of borrow shall be done by the contractor at his own expense.
D. 
Placing.
(1) 
In general, embankment materials shall be placed in horizontal layers not exceeding eight inches in thickness, measured after compaction, and shall be thoroughly compacted. Stones, if any, shall not exceed six inches in greatest dimension and shall be well distributed through the mass.
(2) 
Each layer of embankment material shall be thoroughly tamped or rolled to the required degree of compaction by sheepsfoot or pneumatic rollers, mechanical tampers or vibrators. Successive layers shall not be placed until the layer under construction has been thoroughly compacted.
(3) 
Trucks or other heavy equipment shall not be operated over pipelines until a minimum of 36 inches of backfill above the crown of the pipe has been placed and properly compacted.
E. 
Compaction control.
(1) 
Embankment shall have a minimum dry density of 95% of the maximum dry-weight density in pounds per cubic foot as determined by the AASHTO Standard Density Test or the Proctor Compaction Test.
(2) 
All laboratory tests required by the Superintendent of the DPW shall be done by an approved testing laboratory at the contractor's expense.
(3) 
When the test results indicate that insufficient compaction has been obtained in any layer, the contractor shall take such action as the Superintendent of the DPW may direct to modify or alter the moisture content of the soil, to provide additional compaction or otherwise to increase the in-place soil density.
The contractor shall prepare the subgrade to a width of 32 feet to receive the pavement and concrete curbs in conformity with the lines and grades as shown on the plans. Before the base material is placed upon the subgrade, it shall be shaped to line and grade and compacted with an approved self-propelled roller weighing not less than 10 tons. All hollows and depressions which develop under rolling shall be filled with acceptable granular material and shall again be rolled. Granular materials used to fill depressions shall consist of approved hard, durable particles, 100% of which shall pass a one-half-inch sieve and not more than 5% of which shall pass a No. 200 sieve. This process of shaping and rolling and filling shall be repeated until no depressions develop. The subgrade shall not be muddy nor otherwise unsatisfactory when the base material is placed upon it. If soft spots develop during the rolling, the material shall be removed and replaced with acceptable granular material as above.
A. 
A base course shall be emplaced, consisting of run-of-bank gravel to a minimum depth of 18 inches, suitably compacted and leveled, extending to the width of 32 feet over the subgrade and extending above the perimeters of the surface course to the level of the top of the curbing.
B. 
The surface course shall be emplaced, consisting of 21/2 inches of asphalt concrete, Specification 403.13, Type 3, binder course, over which shall be placed 11/2 inches of asphalt concrete, Specification 403.18, Type 7, top course, with surface pitch of 1/4 inch per foot from center line of pavement to each side.
C. 
If it is determined that curbing is appropriate, such curbing shall comply with specifications of compositions, height and width as determined by resolution of the Board of Trustees of the Village.

D. 
If curbing is required, it shall be emplaced in a manner as established by resolution of the Board of Trustees of the Village.

E. 
If curbing is installed, all lands abutting Village roads shall be graded on a pitch as shall be determined by resolution of the Board of Trustees of the Village.[1]

A. 
Rough grading. Remove or fill the area that is to be prepared for road or street use to a level 22 inches below finished road or street elevation, as per subdivision plans, to width of 32 feet. Balance of right-of-way on either side of proposed street or road to property lines must be removed or filled to elevations of finished street or road. Rough grading must be completed before any construction of any utilities is commenced.
B. 
The subgrade. The area that has been prepared by rough grading for placement of gravel as per § A150-3C must be inspected and approved by the Superintendent of the Department of Public Works before the base course is placed.
C. 
Base course. The layers of gravel as specified in §§ A150-3D and A150-5A must be inspected and approved by the Superintendent of the Department of Public Works before the base course is placed, as per § A150-3C, D and E.
D. 
Surface course. The layers of asphalt as designated in § A150-5B and the curbs in § A150-5C shall not be constructed until six months after the installation of all utilities or until written permission is given by the Superintendent of the Department of Public Works.
E. 
Fill and topsoil must be placed behind curbs and graded to the property lines per approved subdivision plan and § A150-5E.
F. 
The developer must repair any road, street or curb damage and defects caused during the construction and development of approved tracts by the developer or by any subcontractor, invitee or licensee of the developer. Any repairs not made by the developer may be undertaken by the Village or its designee and the costs thereof will be deducted from any bond required of the developer, and the developer will be required to reinstate the full amount of said bond within 90 days, or the Village reserves the right to suspend the issuance of any building or sewer permits or certificates of occupancy until compliance by the developer.
G. 
No building or sewer permits will be issued until inspection and approval of the rough grading, subgrade, base and surface courses and until the curbs have been completed and the street and any necessary required easements adjacent thereto have been dedicated to the Village of Chittenango.
