There is hereby created a Department of Public
Works (DPW), and the head of the DPW shall be known as the DPW Director,
and for purposes of N.J.S.A. 40A:9-154.5, the DPW Director shall have
the same rights of tenure as if identified as the superintendent of
public works. The DPW shall provide for the proper and efficient conduct
of all public works functions in the Borough and shall provide assistance
and services as may be required and needed to all Borough departments
and/or agencies.
The DPW Director shall be appointed by the Mayor
with consent of Council and shall perform the following functions:
A. Exercise and discharge the DPW's functions, powers
and duties;
B. Establish the duties of his/her subordinates and assistants;
C. Administer the work of the DPW;
D. Delegate such of his/her powers as he/she may deem
necessary for the efficient administration of the Department to be
exercised under his/her direction and supervision;
E. Report to the Mayor and Council at its regularly scheduled
public meetings, agenda sessions and/or at the other times determined
on the work of the DPW Department, at the direction of the Mayor and
Council; and
F. Serve as
a C1-2 Collections Systems Operator with the required certificate.

G. Perform such other duties as may be delegated to the
DPW Director by the Mayor and/or Council.
The DPW shall be charged with the responsibility
for the operation of, but not limited thereby, the following services:
A. Maintenance of Borough streets and sidewalks;
B. Supervision and control of all motor vehicle equipment
of the DPW Department;
C. Removal of all snow from Borough streets and roads;
D. Cleaning of all Borough streets;
E. Supervision of all Borough street openings;
F. Maintenance and repair of all Borough streets, bridges,
culverts and drains;
G. Removal of leaves and brush from all Borough streets;
H. Maintenance, repair, and cleaning of sanitary and
storm sewers within the Borough;
I. Maintenance of the parks in accordance with the direction
of the Recreation Commission; and
J. Such other duties as may be delegated to the DPW Department
by the Mayor, Council and/or the Public Works Committee.
No material alteration of the existing grade,
boundaries or substance of any street, road or sidewalk, in whole
or part, shall be made or sanctioned by the Public Works Committee,
or by any member of it, unless such alteration shall be specifically
prescribed by the Council.
