The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I attached to and made a part of this chapter.
A. 
No person shall park a vehicle between the hours specified in the schedule set forth in § 280-47A of any day (except Saturdays, Sundays and public holidays) upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.

B. 
No person shall park any truck, trailer or bus over 9,000 pounds, gross vehicle weight, between the hours specified in the schedule set forth in § 280-47B of any day upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.

C. 
The provisions of this chapter may be waived by the Chief of Police during emergencies or other extenuating circumstances, but no such waiver shall exceed 48 consecutive hours without the consent of the Borough of Fanwood Public Safety Committee.

No person shall stop or stand a vehicle between the hours specified in Schedule III of any day upon any of the streets or parts of streets described in said Schedule III attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule IV at any time between the hours listed in said Schedule IV of any day (except Saturdays, Sundays and public holidays) upon any of the streets or parts of streets described in Schedule IV attached to and made a part of this chapter.
A. 
Off-street parking areas and zones established.
(1) 
No person shall park a vehicle in any of the off-street parking areas described in Schedule V for a period of time longer than the time limit posted during the hours restricted in said Schedule V (except Saturdays, Sundays and public holidays) or without displaying a proper parking permit.
(2) 
The areas described in Schedule VI attached to and made a part of this chapter are hereby established as off-street parking zones, and no person shall park a vehicle in such areas without first obtaining a parking permit and properly displaying the same.
(3) 
The areas described in Schedule VI(A) attached to and made a part of this chapter are hereby established as off-street parking zones and no person shall park a vehicle in such areas unless they are driving an authorized vehicle as defined in this chapter.

(4) 
Within Municipal Parking Lots 1 and 2 there shall be two designated parking stalls as electric charging stations for plug-in electric vehicles that shall be clearly designated and marked for such purpose. Vehicles occupying these specially marked stalls for a purpose other than the designated purpose of charging shall be in violation of this section and subject to the penalties set forth in this chapter. The time requirements and days set forth in § 280-50, Schedule V, shall not apply to this subsection.

(5) 
Within Parking Lots 1 and 2 there shall be two parking stalls designated as veterans parking and shall be clearly designated and marked for such purpose. The time requirements set forth in § 280-50, Schedule V, shall not apply to this subsection.

(6) 
Within the Municipal Parking Lot and the area behind the Municipal Building there shall be two designated parking stalls, one for each area, as veterans parking and shall be clearly designated and marked for such purpose.

(1) 
In such areas of the Fanwood Train Station Lot (Central Railroad of New Jersey lot) and Fanwood Parking Lots No. 1 and No. 2, stalls clearly marked, shall be available for use between the hours of 5:00 a.m. and 12:00 noon, excluding Saturdays, Sundays and public holidays, but only to vehicles displaying a valid parking permit, for which a charge shall be made in accordance with the schedule set forth in Subsection B(2). Permits shall be sold at the Fanwood Police Department as scheduled by the Department. The permit shall be displayed and visible within the motor vehicle to be parked in the railroad parking lots, as specified in a written notice that will be provided to the permit holder at the time that the permit is issued. All permits sold shall be for the full calendar year. Reimbursement shall be made at Borough Hall for unused months. Permits shall be first offered to Fanwood residents starting on or about October 15 of the preceding year, Scotch Plains residents starting 15 days after they are first offered to Fanwood residents, and any nonresidents slatting 30 days after they are first offered to Fanwood residents. Payment shall be made to the Borough by check or money order only, and no cash will be accepted, and all monies shall be submitted to the Borough Treasurer. Permits are not transferable and cannot be duplicated.
(2) 
Fanwood Train Station Lot (Central Railroad of New Jersey lot). Daily parking is permitted only in those stalls marked for daily parking, and the fee for parking in those spaces shall be $6 per day for use between the hours of 5:00 a.m. and 12:00 noon.
(3) 
The following schedule of fees is established for permits and replacement thereof:
(a) 
The governing body shall enact by October 1 of each calendar year, by resolution, a fee schedule for monthly permits for residents of Fanwood and nonresidents of the Borough.
(b) 
The governing body shall publish a fee schedule for daily permits for users of the parking lots designated in this chapter.
(c) 
The replacement fee for permits issued by the Fanwood Police Department shall be $25.
(d) 
There shall be a one-time, nonrefundable $25 fee charged to any permit holder or former permit holder who requests a refund of any unused portion of the annual permit fee when the permit is returned to the Fanwood Police Department.
(4) 
No person shall park a truck in any area designated off-street parking. A "truck," as defined in N.J.S.A. 39:1-1, is every motor vehicle designed, used, or maintained primarily for the transportation of property.

(2) 
Carriage House Parking Lot, north side of Watson Road (Lot No. 7). Daily parking is permitted in this lot at a fee of $6 per day. The fee shall be paid at the Police Station, and a paid receipt shall be displayed inside the vehicle and visible from outside in accordance with § 280-14B(1).

D. 
Reports of violations; summons for violation.

(1) 
It shall be the duty of the Police Department, acting in accordance with the instructions issued by the Chief of Police, to report:
(a) 
The number of stalls unoccupied on each day.
(b) 
The license number of all vehicles parked in violation of the provisions of this chapter.
(c) 
Any other facts necessary to a thorough understanding of the circumstances attending such violations.
(2) 
A police officer shall attach to any vehicle parked in violation of this chapter a summons to the owner that the vehicle has been parked in violation of the provisions of this chapter and instructing such owner to report to the Fanwood Municipal Court in regard to such violation. The summons issued under this chapter shall be in the form of the uniform traffic ticket as may from time to time be designated by the Director of the Division of Motor Vehicles of the State of New Jersey.
E. 
Penalties. The penalty for a violation of the provisions of this section shall be determined by the Borough Judge with the approval of the Union County Assignment Judge, and the schedule shall be posted in clear view in the Violations Bureau. At no time shall said penalty exceed a fine of $50, or a term in prison of more than 15 days, or community service for a term of more than 15 days, for the first offense. The penalty for repeated offenses shall be determined by the Borough Judge at a court hearing for such purpose, but in no case shall the penalty for repeated offenses exceed the maximum provided in this chapter. Notwithstanding anything herein contained to the contrary, any person who violates § 280-14B shall be subject to confiscation of the monthly permit issued to the offender, as well as a penalty of $35 for each offense.
