The following words and phrases, which are not
defined in Subtitle I of Title 39 of the Revised Statutes of New Jersey,
shall have the meanings respectively ascribed to them in this section
for the purpose of this article:
AUTHORIZED VEHICLES
Shall include vehicles operated by persons appointed or employed
by the Mayor and Council of the Borough of Fanwood during such times
as said persons are performing their duties on behalf of the Borough.

PARKING METER
Any mechanical device or meter not inconsistent with this
article placed or erected for the regulation of parking by authority
of this article. Each parking meter installed shall indicate by proper
legend the legal parking time established by the Borough. The operation
of the meters shall be either of the clock- or clockless-type. The
clock-type, when operated, shall at all times indicate the balance
of legal parking time and, at the expiration of such period, shall
indicate illegal or overtime parking. The clockless meter shall not
have a violation flag, shall be key-checked at time intervals sufficient
to ensure full paid-for time, and a violation will be issued if the
key clock fails to show that a coin has been deposited.
PARKING METER SPACE
Any space within a parking meter zone, adjacent to a parking
meter, and which is duly designated for the parking of single vehicles
by lines painted or otherwise durably marked on the curb or on the
surface of the pavement adjacent to or adjoining the parking meters.
PARKING METER ZONE
Any restricted street or public area off the public street
or parking lots under the control of the Borough upon which parking
meters are installed and in operation.
SLOT BOX
Any device, not inconsistent with this article, placed or
erected for the regulation of parking by authority of this article.
Each slot box installed shall indicate the proper legend for operation,
the fee(s) in effect and the time permitted for the fee(s).
SLOT BOX SPACE
Any space within a parking area or parking zone which is
duly designated for the slot box parking of a single vehicle by painted
lines and numbered on the pavement and/or sign adjacent to the space.

The Chief of Police is hereby directed and authorized to provide for the marking off of individual parking spaces in the parking zones designated and described in §
280-35 of this article, said parking space to be designated by lines painted or marked on the curbing or surface of the street or parking area.
No person shall operate a motor vehicle upon
any off-street parking lot so as to traverse or travel for any purpose
whatsoever on or over any passageway, lane or driveway designated
and marked by standard one-way signs as provided by N.J.S.A. 39:4-183.18,
except in the direction so indicated.
No person shall operate a motor vehicle upon
any off-street parking lot for use as a thoroughfare or throughway
for the purpose of passing from one public street to another, except
for the purpose of entering, parking and exiting thereon and therefrom.

A. Parking meters. The Chief of Police shall cause parking meters to be installed in parking meter zones in areas immediately adjacent to the space provided in §
280-36 of this article. No parking meters shall be installed in the areas where parking is prohibited pursuant to the provisions of N.J.S.A. 39:4-138. The Chief of Police shall be responsible for the regulation, control, operation, maintenance and use of such parking meters.
B. Slot boxes. The Chief of Police shall cause slot boxes
to be installed in areas designated for slot box parking. The Chief
of Police shall be responsible for the regulation, control, operation,
maintenance and use of such slot boxes.

It shall be unlawful and a violation of the
provisions of this article for any person to:
A. Cause, allow, permit or suffer any vehicle registered
in the name of, or operated by, such person to be parked overtime
or beyond the period of legal parking time established for any parking
meter or slot box parking zone as herein described or to deposit in
any parking meter or slot box any coin and/or currency for the purpose
of parking beyond the maximum legal parking time for the particular
meter or slot box parking zone.
B. Permit any vehicle to remain or be placed in any parking
space adjacent to any parking meter while said meter is displaying
a signal indicating that the vehicle occupy such parking space has
already been parked beyond the period prescribed for such parking
space.
C. Park any vehicle across any line or marking of a parking
meter or slot box parking space or in such position that the vehicle
shall not be entirely within the area designated by such lines or
markings.
D. Deface, injure, tamper with, open or willfully break,
destroy or impair the usefulness of any parking meter or slot box
installed under the provisions of this article.
E. Deposit or cause to be deposited in any parking meter
or slot box any slug, device or metal substance or other substitute
for lawful coins or United States paper currency.

A. It shall be the duty of the police officers, acting
in accordance with instructions issued by the Chief of Police, to
report:
(1) The number of each parking meter and slot box space
which indicates that the vehicle occupying the parking space adjacent
to such parking meter or slot box is or has been parked in violation
of any of the provisions of this article.
(2) The state license number of such vehicle.
(3) That such vehicle is parked in violation of any of
the provisions of this article.
(4) Any other facts, a knowledge of which is necessary
for a thorough understanding of the circumstances attending such violation.
B. Each such police officer shall also attach to such
vehicle a summons to the owner thereof that such vehicle has been
parked in violation of a provision of this article and instructing
such owner to report to the Municipal Court in regard to such violation.

When any vehicle is parked in any parking space
designated for slot box parking, the operator of such vehicle shall,
upon entering the parking space, note the number assigned to the space
and immediately deposit the proper fee(s) as is required in the corresponding
numbered slot in the slot box.

The coins and/or currency required to be deposited
in parking meters or slot boxes as provided herein are hereby levied
and assessed as fees to provide for the proper regulation and control
of traffic upon the public streets and off-street parking areas and
also the costs of supervising and regulating the parking of vehicles
in the parking meter and slot box parking zones created hereby and
to cover the cost of the purchase, supervision, protection, inspection,
installation, operation, maintenance, control and use of the parking
meters and slot boxes described herein.

It shall be the duty of the Chief of Police
to designate some proper person or persons to make regular collections
of the moneys deposited in parking meters and slot boxes. It shall
be the duty of such person or persons so designated to remove from
the parking meters and slot boxes the coins and currency and deliver
same to the Borough Treasurer, who shall count and deposit such funds
in the usual manner provided by law.

The areas described in Schedule XXIII attached
to and made a part of this chapter are hereby designated as parking
meter and slot box parking zones, and parking or standing a vehicle
in any space designated for said parking shall be lawful only for
the period of time indicated during the hours of operation on all
days except Saturdays, Sundays and holidays and upon the deposit of
coins and/or paper currency required for that period of time.
