Roadway excavations shall include the excavation and removal of all earth, rock, boulders, concrete masonry, small structures, and other materials encountered, of whatsoever nature, required for the construction of roadways and their appurtenances; the transportation of the excavated materials; the construction of embankments of the materials excavated; the disposal of surplus materials; and other work as herein described, all at the locations prescribed, to the prescribed lines, grades, and cross sections, and in accordance with the plans and specifications.
A. 
Before any grading is started, all trees, stumps, brush, weeds, roots, and obstructions shall be removed from the limits of the roadway.
B. 
Excavations shall be carried to the lines, grades, and slopes shown on the plans, except that rock and boulders shall be excavated to a depth of not less than six inches below the roadway subgrade between the outside edges of the shoulders or curb, and the space left thereby shall be refilled to the subgrade level with materials and in a manner satisfactory to the Borough Engineer. Earth slopes, shoulders, and other formed surfaces should have a neat finish.
C. 
Excavated material shall be placed in an embankment when suitable therefor, or shall be used for other purposes as may be directed the Borough Engineer in or adjacent to the project, except that material in excess of that required therefor shall be disposed of by the contractor at locations provided by him.
D. 
When excavated material is used for an embankment, it shall be free from matter that may decay, shall be placed in successive layers not more than 12 inches deep, and each layer shall be compacted by rolling until it is firm and unyielding before the next layer shall be placed.
E. 
All cover plates, manholes, and gate boxes shall be reset in a workmanlike manner to the line and grade established by the Borough Engineer.
F. 
After underlying drains and other subsurface structures have been placed and the backfill therefor has been properly consolidated, the subgrade shall be correctly shaped and thoroughly consolidated by means of rollers weighing not less than 330 pounds per linear inch of tread of rear wheels.
G. 
All soft clay or spongy material which will not consolidate under the roller shall be removed to a depth to be determined by the Borough Engineer. The space left thereby shall be refilled with suitable materials from the excavation or with foundation stone, as the Borough Engineer may direct.
H. 
The finished subgrade shall be at the proper grade and contour, smooth, and well-consolidated, and shall be so maintained until the pavement is placed thereon.
