Any entity that wishes to hold a fireworks display within the Borough of Coudersport shall apply for a permit from the Borough Manager.
The permit application shall set forth the applicant's identity, address, experience and training and other pertinent data as the Borough Manager shall deem necessary to enable the Borough Manager to determine if the entity that is responsible for the fireworks display is competent and qualified to perform said activity.
Upon receipt of said application, the Borough Manager shall determine if the information in the said application is accurate; and if it demonstrates that the applicant is in fact a competent and qualified entity to perform said activity, then the Borough Manager shall issue the applicant a permit.
No entity shall cause or allow any fireworks display to be performed in the Borough of Coudersport unless a permit as required by this chapter shall be issued.
The Borough Manager is authorized to impose restrictions and conditions upon the issuance of any such permit, as the Borough Manager deems necessary, so as to adequately address any responsible safety concerns.
The Borough Manager shall be authorized to impose such fee as Council shall from time to time set.
