As used in this chapter, the following words and terms shall have the meanings ascribed to them in this section:
ABANDONED
Any item resting for 96 hours or more upon public or private property and which is inoperable or in such a condition as to be unusable, without current registration plates or inspection where applicable.
APPLIANCE
A stove, refrigerator, television, furnace, water heater, water softener, washer, dryer or mangle, household article used to perform any necessary work in a household, any article used in business to increase production or to speed, ease or eliminate work.
BOAT
Any vessel capable of transporting a person on any river, stream, creek, lake or ocean.
DISCARDED
Any item resting for 96 hours or more with no known or apparent owner.
HOUSEHOLD FURNISHING
All items normally found and used in a home.
JUNKED
Items sold or to be sold for scrap, being stripped or being used or sold for parts.
PERSON
A natural person, the members of an unincorporated association, all of the partners of a partnership, and the officers and board of directors of a corporation.
TRAILER
A wheeled device used as a means of carrying, hauling or conveying any vehicle, person, animal, object or boat.
VEHICLE
An automobile, motorcycle, motorbike, minibike, bicycle, go-cart, truck or other wheeled means of conveyance, motorized or self-propelled.
It shall be unlawful for any person to accumulate or store any junked, abandoned or discarded vehicle, trailer, boat, appliance or household furnishing on private or public property within the Borough of Coudersport.
Any abandoned, junked, or discarded vehicle may be towed by the Borough of Coudersport or its contractors or subcontractors to a safe location where it shall be stored for a period of seven days during which time the Borough of Coudersport shall attempt to locate the record owner of said vehicle.

Any person, firm or corporation who shall violate any provision of this chapter shall, upon conviction thereof, be sentenced to pay a fine of not more than $300; and/or to imprisonment for a term not to exceed 90 days. Every day that a violation of this chapter continues shall constitute a separate offense.
Any person whose vehicle has been towed pursuant to § 284-3 of this chapter may reclaim said vehicle by proving ownership and paying all towing and storage fees relative to said vehicle as well as any fine and cost imposed pursuant to § 284-4 hereof. Any vehicles which have not been reclaimed within seven days of the date of towing shall be disposed of by the Borough of Coudersport according to law.
The Borough of Coudersport shall assume no responsibility for loss of, or damage to, from any cause whatsoever, any junked, abandoned, or discarded vehicles, trailers, boats, appliances, or household furnishings removed pursuant to this chapter by the Borough of Coudersport, its contractors, subcontractors, employees, agents, or servants, during removal, or storage, or final disposal of same.
