A Plumbing Inspector shall be appointed by the Board of Trustees, and it shall be his duty to examine all plumbing work both in new work and alterations, examine all connections made with public sewers and carry out all orders given by the Board of Trustees. All work done under the provisions of this chapter and the materials used in such work shall be subject to the approval of the Plumbing Inspector, and he shall have power and authority to direct the course and order of such work and require the proper doing of the same and the use of proper materials.

No person shall engage in the business of plumbing or sewer drain laying or perform any work of plumbing or sewer drain laying in the village, except the making of service connections with water supply pipes, unless he shall be first duly licensed therefor by the Westchester County Board of Plumbing Examiners.[1]

Each building must be connected separately and independently with a public sewer. Grouping of buildings upon one house sewer is not permitted. No house drainpipe smaller than four inches in diameter will be permitted. Every house sewer connecting with the public sewer from a point five feet outside the foundation walls of the building must be either of heavy-duty cast-iron or extra-heavy asbestos-cement sewer pipe. It must be solidly laid on a true grade and as nearly as possible in a straight line. All changes in direction must be made with forty-five-degree fittings. Cast-iron pipes shall be joined with first-quality lead, the entire joint being filled in one pouring and thoroughly caulked. All other drains, soil or vent, connected with the main drain or where the main drain is above the cellar floor shall be of extra-heavy cast-iron pipe, galvanized steel, galvanized wrought iron pipe with screw joints or approved copper pipe and copper fittings. Old house sewers may be used for new buildings, provided that they are in good condition and conform to the requirements of these regulations.
The house drain shall not be less than four inches in diameter, and the fall shall not be less than 1/4 of an inch to the foot, and it shall be laid in a trench cut at a uniform grade, or it may be constructed along the foundation walls above the cellar floor, raised on substantial brick piers, such piers to be not more than five feet apart, or securely hung from cellar beams. No test shall be made by the Plumbing Inspector until such pipes are secure as above mentioned.
The house drain shall be supplied or provided with a horizontal trap placed immediately inside the cellar wall nearest to the sewer. The trap shall have two hand holes for convenience in cleaning, the covering of which shall be properly fitted and the joints made airtight by means of brass trap screws. There shall be a Y-branch on the sewer side of the trap, with the Y looking toward the cellar, with a brass trap screw caulked in same for convenience in cleaning the house drain.
There shall be an inlet for fresh air entering the drain on the house side of the house trap at least four inches in diameter leading to the outer air with suitable vent cap or strainer.
No liquids or solids other than sewage shall be conducted into the sanitary sewer, and no connections therefor shall be permitted. No soil, waste or vent pipe may be used as a rainwater conductor, nor may any rainwater conductor be used as a soil, waste or vent pipe. If any existing line of soil pipe is to be entered by a new branch line, a length of pipe must be removed from the old line and a suitable Y-branch and closure piece inserted, leaded and caulked, and adjacent joints of the old line shall be carefully examined or tested, if the Plumbing Inspector so directs, and recaulked or remade entirely if any defects exist. Any pipe cracked or injured in the operation shall be taken out and replaced with new pipe, and the new line shall be left in sound and tight condition. The use of saddle branches, saddle plates, repair bands and similar devices is prohibited.
A. 
Tests and inspections by the Plumbing Inspector, who shall be notified by the plumber when work is ready therefor, shall be had as follows:
(1) 
The sewer after it is laid and joined and before it is covered up.
(2) 
The gas pipes when all outlets are installed: mercury-gauge test.
(3) 
The soil and vent pipes after roughing is completed: water-pressure test.
(4) 
The entire system upon completion of the work: smoke test under pressure.
B. 
The Plumbing Inspector shall issue a certificate of approval if the workmanship, materials and systems are found to be in accordance with the provisions of this chapter.

Any person committing an offense against any provision of this article shall be punishable as provided in § 1-17A of this Code.
