A. 
No permit for the erection of any building shall be issued unless a street giving access to each proposed structure has been duly placed on the Official Map of the Village or unless such street is an existing street or unless such street appears on a recorded final tract plat approved by the Planning Commission.
B. 
No such permit shall be issued unless such street has been suitably improved or, alternatively, a performance bond has been posted to cover the full cost of such improvement.

No public municipal street utility or improvement shall be constructed by the Village in any street until it has officially become a public street and is duly placed on an official map.
B. 
Subject to the discretion of the Village Board, a subsurface utility or improvement operated for revenue by the Village or by a special district may be constructed by the Village in a private street, provided that a public easement satisfactory to the Village Board is obtained for such utility or improvement.
Appropriate action or proceedings may be taken at law or in equity to prevent, correct or abate a violation or to prevent illegal acts or conduct as established in this chapter, and these remedies shall be in addition to penalties otherwise prescribed by law.
Any person who shall violate any of the provisions of this chapter shall be guilty of a violation, punishable by a fine of not more than $250 or by imprisonment for a term of not more than 15 days, or both. The continuation of such violation in failure or neglect to abate the same, after a notice by the Codes Enforcement Officer or other authorized representative of the Village to discontinue and/or abate such violation, for a period of one week shall constitute a separate violation.
