No person, persons, firms, corporations or associations shall string, erect or construct any overhead wires or conductors to be used for the transmission of electricity, where such wires have or may have a difference of potential between any wire and ground in excess of 2,500 volts, or a difference of potential between any two wires or conductors of the same circuit in excess of 4,500 volts, over or upon any property or premises and including any street, highway and public place within the limits of the Village of Valley Stream, except in the case of series streetlighting circuits where such voltage to ground or between two wires of the same circuit shall not exceed 10,000 volts and except as hereinafter otherwise provided.
Any wires or conductors for the transmission or distribution of electricity, having potentials between wires or conductors, or to the ground in excess of those specified in § 25-l hereof, shall be deemed high-tension wires or conductors.
High-tension wires or conductors to be in the future installed in public streets, highways or public streets, highways or public places in the Village of Valley Stream and/or on and over any property or premises within the limits of the Incorporated Village of Valley Stream shall be subject to the reasonable regulation and permission of the Board of Trustees of said Village of Valley Stream. Plans and specifications for the construction and installation in the future of such high-tension wires or conductors, for the purpose of transmitting or conducting electricity, and all poles, towers and usual and necessary appurtenances therefor, proposed to be installed in the Village of Valley Stream, shall be submitted to the Board of Trustees for their reasonable approval and regulations and permission; such approval and regulation and permission shall be secured prior to the commencement of construction and/or installation and use of such wires, conductors, poles, towers and appurtenances.
Elsewhere than in central stations, substations, transformer, switching and motor rooms, all circuits entering buildings where the difference in potential between two wires of the same circuit does not exceed 4,500 volts or where the difference in potential between any wires of the circuit does not exceed 2,500 volts to ground shall be completely enclosed, where they enter buildings, by substantial metal shields, casings or conduits, which shields, casings or conduits shall be properly grounded and shall be properly attached to suitable terminal boxes. Except in central stations, substations, transformer, switching and motor rooms, circuits operating at a potential in excess of 4,500 volts between any two wires of the same circuit or of 2,500 volts between any wires of the circuit and ground shall not be introduced into or attached to any structure.
Any person or persons violating the provisions of this chapter shall be guilty of disorderly conduct and shall be liable for and forfeit and pay a penalty of not more than $100 for each violation thereof.
All ordinances, rules and regulations heretofore adopted or enacted, which are in any way inconsistent or in conflict with the provisions of the foregoing ordinances are hereby repealed, and such repeal is to take effect immediately.
This chapter shall take effect immediately.
