[HISTORY: Adopted by the Board of Trustees of the Village of Valley Stream 1-26-1948 as L.L. No 1-1948. Amendments noted where applicable.]
Before voting upon the proposed enactment of a local law, the Board of Trustees shall fix a day, within 30 days after the presentation of a local law to it, for a public hearing thereon and, presented to it, shall cause a notice of the time and place of such hearing to be given. Such public notice shall be given by the Village Clerk by causing the same to be published once in the official newspaper at least three days prior to the day fixed for such hearing. In case there is, at any time, no official newspaper, the Board of Trustees shall designate the manner of giving such public notice. Such notice shall also contain the title of the proposed local law and a brief explanatory statement thereof prepared by the Clerk and approved by the Village Attorney.
The Board of Trustees shall attend at the time and place appointed for such hearing, which shall be within the Village and reasonable of access and at a reasonable hour and shall afford an opportunity for a public hearing concerning such proposed local law.
Proof of publication of such notice of public hearing shall be filed in the office of the Village Clerk.

Subdivision 2 of § 7-706 of the Village Law, as last amended by Section 16 of Chapter 976 of the Laws of 1973,[2] is hereby amended in its application to the Village of Valley Stream, New York, to read as follows:

Every zoning law and every amendment thereto, including any map incorporated therein, adopted pursuant to Article 7 of the Village Law shall be entered in the minutes of the Village Board. A notice setting forth the title and a brief description of every such local law or amendment shall be published once in the official newspaper, and a copy of such local law or amendment, together with a summary or abstract of any map incorporated therein, shall be posted conspicuously at or near the main entrance to the office of the Village Clerk, and affidavits of the publication and posting thereof shall be filed with the Village Clerk. Such local law shall take effect 10 days after such publication and posting, but such local law or amendment shall take effect from the date of its service as against a person served personally with a copy thereof, certified by the Village Clerk, and showing the date of its passage and entry in the minutes.

All ordinances, local laws or resolutions or parts of ordinances, local laws or resolutions of the incorporated Village of Valley Stream inconsistent with the provisions of this chapter are hereby repealed; provided, however, that such repeal shall be only to the extent of such inconsistency, and in all respects this chapter shall be in addition to other legislation regulating and governing the subject matter covered by this chapter.

If any section, paragraph, subdivision or provision of this chapter shall be adjudged invalid or held unconstitutional, the same shall not affect the validity of this chapter as a whole or any part or provision thereof other than the part so decided to be invalid or unconstitutional.
This chapter shall take effect immediately.
