A Bureau of Fire Prevention in the Fire Department of the Incorporated Village of Valley Stream is hereby established, to be operated under the supervision of the Fire Council of the Valley Stream Fire Department, which shall adopt such rules and regulations as may be necessary for its proper administration subject to the approval of the Board of Trustees of the Village.
The Fire Prevention Bureau shall enforce all laws and ordinances of the state, county, town and Village covering the following:
A. 
The prevention of fires.
B. 
The storage and use of explosives and inflammables.
C. 
The installation and maintenance of fire-alarm systems and fire-extinguishing equipment.
D. 
The means and adequacy of exits in case of fire from factories, schools, hotels, lodging houses, asylums, hospitals, churches, halls, theaters and all other places where persons live or congregate for any purpose.
E. 
The maintenance and regulations of fire escapes.
F. 
The investigation of the cause, origin and circumstances of fires.
The Fire Prevention Bureau shall be composed of the following:
A. 
Chief Inspector, who shall be appointed by the Village Board.
B. 
Assistant Fire Inspector, to be appointed by the Village Board.
A. 
The Chief Inspector shall keep all records pertaining to the Fire Prevention Bureau. He shall file with the Nassau County Fire Prevention Bureau all information and forms required by them. The Chief Inspector shall be responsible for all educational programs relative to fire prevention work and shall hold office at the will of the Village Board.
B. 
Assistant Fire Inspectors shall be appointed only after the establishment of their merit and fitness to the satisfaction of the Chief Inspector. All Assistant Fire Inspectors shall make at least 10 inspections a month. Reinspections shall be counted as one inspection. Once a month each Assistant Fire Inspector shall file a written report with the Chief Inspector, describing each inspection made, the date when made, the result of the inspection and the Assistant Fire Inspector's recommendation. Assistant Fire Inspectors shall hold office at the will of the Village Board. Uniform hats shall be worn by Assistant Fire Inspectors when making inspections. The Assistant Fire Inspectors shall immediately report to the Chief Inspector any serious condition in any building that may endanger the life of a fireman in case of fire.
