No person, firm, or corporation shall make, aid, countenance, encourage or assist in making any unusual or improper noise, riot or disturbance on any street, public place or privately owned premises to the annoyance or inconvenience of travelers or of persons residing adjacent thereto.
No person or persons, firm, association or corporation shall have in their charge or control any animal, fowl or bird, either on the public highway, public place or private premises, which shall by noise or smell disturb the quiet, repose or health of any person or persons.
Any person, firm or corporation violating the provisions of this article or any part thereof shall be liable to a fine not exceeding $100 for each offense. Any violation of this article or any part thereof shall constitute disorderly conduct, and any person, firm or corporation violating the same shall be a disorderly person.
