No person, firm or corporation shall deposit
or leave any materials or equipment for building or construction purposes,
or materials or substances of any other kind whatsoever, upon any
street, highway or public place within the Village of Valley Stream
unless such person, firm or corporation shall first obtain a permit
therefor from the Board of Trustees, countersigned by the Village
Clerk, limiting the location, area and duration of such obstruction.
Every person, firm or corporation depositing
or leaving building materials, equipment or other substances upon
any street, highway or public place within the Village of Valley Stream
shall at all times properly guard such obstruction to prevent accidents;
and shall each day between the hours of sundown and sunrise place
and maintain around such obstructions lighted red lanterns or safety
torches; and shall at all times keep clear a sufficient and safe passageway
for pedestrian and vehicular traffic; and shall, upon the expiration
of the permit provided in ~ 80-37 hereof, remove all such obstructions
and restore the street, highway or public place to substantially the
same condition as before such materials or obstructions were placed
thereon.
No person, firm or corporation shall prepare
or mix any cement, lime, mortar or other materials on the paved streets
or highways of said Village unless the preparing or mixing of such
is done on a board platform to prevent damage to pavement.

Any person violating any provision of this article
shall be liable for and forfeit and pay a penalty or fine not exceeding
$2,000 and/or 15 days in jail. Said violation shall constitute and
is hereby declared to be disorderly conduct, and any person violating
this article or any provision thereof shall be and hereby is declared
a disorderly person.
