The provisions of this chapter shall be severable, and if any
of its provisions shall be held to be unconstitutional, illegal or
otherwise invalid, such decision shall not affect the validity of
any of the remaining provisions of this chapter. It is hereby declared
as a legislative intent that this chapter would have been adopted
had such unconstitutional, illegal or otherwise invalid provision
not been included herein.

A. Violations generally. Unless another penalty is expressly provided
by the Pennsylvania Vehicle Code or except as hereinafter specified, every person convicted
of a violation of a provision of this chapter or any supplement thereto
shall be liable to a penalty of not less than $25 nor more than $600
and costs of prosecution.
B. Overtime parking violations. Any person violating the provisions of this chapter by allowing a vehicle to remain parked beyond the maximum time limit set for legal parking in §§
172-23,
172-24 and
172-37 of this chapter shall be issued a notice of violation to pay at police headquarters, either personally or by mail, a fine in the sum of $20 for an expired meter or in the sum of $25 for parking in excess of the applicable time limit for each hour after the applicable time limit, and if such fines are not paid on or before five days from the date the notice of violation was given or attached to the vehicle then the amount shall be increased to $25 for an expired meter or $30 for parking in excess of the applicable time limit, and if such fines are not paid on or before 21 days from the date the notice of violation was given or attached to the vehicle, then a citation may be issued and, upon conviction for an expired parking meter, be guilty of a summary offense and be sentenced to pay a fine of not less than $30 nor more than $600 and costs of prosecution, or, upon conviction for parking in excess of the applicable time limit, be guilty of a summary offense and be sentenced to pay a fine of not less than $35 nor more than $600 and costs of prosecution.
C. Parking permit violations. Any person violating the provisions of §
172-25 may, within five days of the date when the notice of violation was given or attached to the vehicle, pay at police headquarters, either personally or by mail, the sum of $10 as a penalty for and in complete satisfaction for such violation. If such sum is not paid within the time specified, then a citation may be issued for a summary offense and, upon conviction, such violator shall be subject to a fine or penalty of not less than $25 nor more than $100 for each offense and costs of prosecution.
