The inspector and duly authorized employees of the Borough of Leetsdale
and the Authority, bearing proper credentials and identification, shall be
permitted to enter upon all properties at reasonable times during the day
for the purpose of inspection, observation, measurement, sampling, and testing
in accordance with the provisions of this chapter.
Any sewer to be constructed by any person within the Borough of Leetsdale
to serve either presently improved properties or properties which are to be
developed, must be constructed, installed, laid or used in accordance with
the rules and regulations of the Borough of Leetsdale which the Council of
the Borough of Leetsdale shall from time to time by resolution promulgate
and put into force.
The Council of the Borough of Leetsdale is hereby authorized and empowered
from time to time by resolution to promulgate, establish, and set forth in
full, the rules and regulations relating to the construction and laying of
sanitary sewers and setting forth the general specifications for the construction
of the same.
Any person found to be violating any provision of this chapter shall
be served by the Borough of Leetsdale with written notice stating the nature
of the violation and providing a reasonable time limit for the satisfactory
correction thereof. The offender shall, within the period of time stated in
such notice, permanently cease all violations.

Any person who shall violate any provision of this article shall, upon
conviction thereof, be sentenced to pay a fine not exceeding $1,000 and costs,
or in default of payment thereof, shall be subject to imprisonment for a term
not to exceed 30 days. Each day that a violation of this article continues
shall constitute a separate offense.
Any person violating any of the provisions of this chapter shall become
liable to the Borough of Leetsdale for any expense, loss or damage occasioned
by the Borough of Leetsdale by reason of such violation.
