There is hereby created, pursuant to Section 2709 of the Borough Code,[1] a Board to be known as the "Leetsdale Borough Recreation and Parks Board" (hereinafter referred to as "Board"). The Board shall be composed of five members, all of whom must be residents of the Borough of Leetsdale.

A. 
Members of the Board shall be appointed by Borough Council and, after the initial appointments following the adoption of this ordinance,[1] all members shall serve a two-year term. Upon adoption of this ordinance, Council shall appoint the following:
(1) 
Current Board member to fulfill her original appointment, expiring at the end of 2016.
(2) 
Current Board member to fulfill his original appointment, expiring at the end of 2015.
(3) 
Vacancy 1 to fulfill a one-year appointment, expiring at the end of 2014.
(4) 
Vacancy 2 to fulfill a two-year appointment, expiring at the end of 2015.
(5) 
Vacancy 3 to fulfill a two-year appointment, expiring at the end of 2015.

B. 
All members appointed shall serve their full terms unless they resign or are removed from office by Borough Council for good cause such as neglect of duty. Vacancies that occur during a term shall be filled by Borough Council for the unexpired term.
Members of the Board shall serve without compensation but may be reimbursed by the Borough for expenses incurred in performing their duties, but all such expenses must be approved by Borough Council before said expense is incurred.
The members of the Board shall elect a chairperson and secretary and elect all other necessary officers to serve for a period of one year. The Board may adopt rules and regulations for the conduct of all business within its jurisdiction and exercise powers and functions concerning parks and recreation facilities as may be delegated to it by the Borough Council.

The Board shall have the following powers:
A. 
Identify the open space, recreation, park and trail needs of the Borough.
B. 
Plan and supervise recreation programs approved by the Borough Council.
C. 
Recommend plans, programs and policies regarding the provision of recreation and park services.
D. 
Advise the Borough Council in the acquisition and development of parklands.
E. 
Undertake recreation and park tasks as requested by the Borough Council.
The Board shall keep minutes of its meetings, which it shall submit to the Borough Council. The Board shall submit an annual report to the Borough Council, including an analysis of the adequacy and effectiveness of community recreation areas, facilities and leadership.
The Board, at such times as directed by the Borough Council, shall annually submit for approval to the Borough Council a proposed budget for the ensuing year, setting forth all proposed expenditures, salaries and programs with sufficient justification. The Board shall not in any manner obligate the Borough Council for payment of any Borough funds until the same is appropriated by the Borough Council.
