Unless otherwise herein expressly stated, the following terms shall have, for the purpose of this chapter, the meanings hereby respectively indicated:
LESSEE
That person or persons who has the use of real estate of a lessor and is responsible for the giving of any type of consideration therefor, but excluding those who are lessees for a period of less than 30 days.
LESSOR
Any person as defined herein who grants a lease or otherwise permits the use of his real estate or portion thereof.
OCCUPANT
Any person who occupies or uses a parcel or unit of real estate, whether a consideration for same is paid or not to the owner of the parcel or unit of real estate.
PERSON
Any natural person, partnership, association, firm, corporation or any other entity authorized by the laws of the Commonwealth of Pennsylvania to hold title to any real property.
All persons, within 30 days after the effective date of this chapter and once each year thereafter, on or before February 1 of each year, shall report to the Township Manager, in writing, at the Township Office the number of parcels or units of real estate presently or hereafter owned by that person, which said parcels or units of real estate are presently or hereafter rented, available for rental or occupied, which said report shall describe by address, number and/or other meaningful method the location of said parcel or unit, the names and ages of its occupants and others residing with the occupant at the time of such report, together with a designation as to which unit or parcel is occupied by each person. It is expressly understood and agreed that the owner need not supply this information for property occupied by himself or herself and their immediate family as their principal place of residence.
The Township Manager shall prepare a form report entitled "Status of Occupancy Report" which report form shall require the necessary information set forth above and such other pertinent information the Township may direct not inconsistent with this chapter which shall be incorporated in the report form. The failure to have such report, however, shall not excuse the owner of the obligation to provide the information required by this chapter.

Any person as defined by this chapter, found guilty of violating any of the provisions of this chapter or who furnishes false information to the Township or who uses a false name or address in any report required by this chapter shall, upon conviction thereof before any District Justice, be sentenced to pay a fine of not more than $600, plus court costs and reasonable attorney fees for each said offense. If the defendant neither pays nor timely appeals the judgment, the Township may enforce the judgment pursuant to the applicable rules of civil procedure.
