From and after the effective date of this Article, it shall be unlawful for any person, persons, firm or corporation or agents thereof to place on any road or highway in the aforesaid Township any leaves, materials or substances or to burn or cause to be burned leaves or other materials or substances or to light fires upon said roads or highways.

A. 
The Supervisors shall be the administrative body for this Article and shall secure compliance with the requirements thereof.
B. 
Any person, persons, firm or corporation or agents thereof, failing to comply with or violating any provisions of this Article shall, upon conviction, be fined not more than $1,000, plus costs of prosecution, including reasonable attorney's fees, and each day's continuance of the offense shall constitute a new offense. If the defendant neither pays nor timely appeals the judgment, the Township may enforce the judgment pursuant to the applicable rules of civil procedure.[1]
