Such parks and facilities shall be for public
use. Such use shall be subject to such reasonable rules and regulations
as may be promulgated by the Recreation Commission and approved by
the Mayor and Council.
No person shall cut, injure, deface, remove
or disturb any tree, shrub, building, fence, bench or other structure,
apparatus or property; or pick, cut or remove any shrub, bush or flower;
or mark or write upon any building, fence, bench or other structure.
No person shall make or kindle an open fire
except in a fireplace area with a permit.

A. No person shall bring any dog or dogs into any Borough
park unless said dog is restrained at all times by an adequate collar
and leash not exceeding six feet in length and kept under the control
of a competent person; and, further, said dogs are allowed only on
park pathways. Dogs are strictly prohibited from playground and recreational
areas within the park.
B. No dog shall be allowed to engage in loud howling
or barking in an excessive manner to unreasonably disturb the comfort
or repose of any person in a Borough park or recreational area.
C. No dog shall cause any damage or destruction to any
property designated as a Borough park or recreational area.
D. No dog shall be allowed to bite, chase or harass any
person in such a manner as to cause bodily harm or injury.
E. Any person bringing any dog into any Borough park
will be responsible for the cleanup of any feces of his or her dog
and shall dispose of the feces properly.
F. Animals may be permitted in Borough parks and recreational
facilities for special Borough-sponsored events such as Town Day for
entertainment or educational purposes, provided prior written approval
is obtained from the Borough Administrator. It is intended that animals
for the entertainment or education of children be permitted for special
Borough-sponsored events, provided that the animals do not endanger
the public health or safety.
G. Except as provided herein, no animal shall be ridden,
led or let loose in Borough parks and recreational facilities.
H. Any person violating or failing to comply with any
of the provisions of this chapter shall, upon conviction thereof,
be punishable by a fine of $250.
No person shall carry firearms of any description,
or throw stones or other missiles on fields or skating rinks.
No person shall sell, offer or solicit for sale,
any goods or merchandise without a permit.
No alcoholic beverages in any form shall be
carried onto or consumed on any park or recreation facility without
a permit.
No person may remain, stay or loiter in a park
between the hours of 8:00 p.m. to 8:00 a.m. This may be waived for
special recreational activities.
No entertainment or exhibition shall be given
in any park except under the direction or by permission of the Recreation
Commission.
It shall be unlawful for any person to enter
upon any portion of parks or recreational facilities or grounds in
disregard of signs or posted notices forbidding same.
All motor vehicles and bicycles shall park or
stand only in areas so designated. Bicycles, cars and other motorized
vehicles are not permitted on the fields unless authorized.
Vehicles entering or passing through parks or
recreation facilities are limited to a speed of 10 miles per hour
and must remain on driveways.
No person without authorization shall distribute
any circulars, cards or written matter or post, paste or affix any
placards, notice or signs within the park.
Playing baseball or any other sport or activity
is prohibited except in areas expressly set aside for these activities.
No person may use a bow and arrows in parks
or recreation facilities.
Minibikes and snowmobiles are not allowed in
park areas.
Loudspeakers or any amplification equipment
is prohibited without a permit.
No bottles or glass containers are permitted.
