No person shall have upon him or her any picklock,
key, crow, jack, bit or other implement with an intent to break or
enter into any building, or shall have upon him or her any pistol,
hanger cutlass, bludgeon or other offensive or dangerous weapon with
intent to assault any person; it shall be unlawful for any person
to be found in or near any dwelling house, warehouse, stable, barn,
coach house, smokehouse or in any place of public resort or assemblage
for business, worship, amusement or other lawful purposes, with intent
to steal any goods or chattels.

C. No person shall possess any intoxicating beverage
in any public park within the Borough of Paulsboro.
No person shall enter the building or go upon
the lands belonging to the Board of Education of the Borough of Paulsboro,
used and occupied for school purposes within the Borough of Paulsboro,
or shall break or injure or deface such building or any part thereof,
or the fences or outhouses belonging to or connected with such building
or lands, or shall disturb the exercises of such public school or
molest or give annoyance to the children attending such school, or
any teachers thereon.
No person shall by noisy or disorderly conduct
in any public library or reading room in the Borough of Paulsboro
disturb or interrupt the quiet and good order of those who resort
to and use said library or reading room for reading or study.
No person shall cast or throw any stick, stone,
pebble or other substance, or shall shoot from any air gun, pistol
or rifle any shot or ball at or against or into any car, automobile
or bus.
No person shall willfully or maliciously ring
or cause to be rung any bell or alarm of any fire company in the Borough
of Paulsboro and therefore give cause to be given a false alarm of
fire.
No person shall maliciously destroy, damage
or injure any property.
No person not having a legal settlement in the
Borough of Paulsboro shall live idle and without employment and shall
refuse to work for the usual and common wages given to other persons
for like work in the Borough of Paulshoro, or shall go about from
door to door or place themselves in the streets, highways or roads
to beg or gather alms and give no reasonable account of themselves
and their business in such places.
No driver of any vehicle carrying passengers
for hire, and no other person, shall make any false statement or false
representation to any passenger or to any other person of or concerning
any hotel, boardinghouse or lodging house with the intention of inducing
any such person to enter, lodge at or become a guest of any other
hotel, boardinghouse or lodging house, or shall by any false statement
or false representation induce any person to enter, lodge at or become
a guest at any hotel, boardinghouse or lodging house.
No person or persons shall drive any horse,
mule or other beast of burden on any public street or highway of the
Borough of Paulsboro while under the influence of intoxicating liquor.
No person shall obtain food, lodging or other
accommodations or service at any hotel, boarding or eating house or
culinary establishment with intent to defraud the owner or keeper
thereof.
No person shall keep or maintain a disorderly
house or a house of ill fame, or allow or permit any house, shop,
store or other building owned or occupied by him or her to be used
as a disorderly house or house of ill fame or to be frequented or
resorted to by riotous or disorderly persons, prostitutes, gamblers
or vagrants.
No person shall set up, keep or maintain or
permit to be set up, kept or maintained, in any house or premises,
any faro table, faro bank, roulette wheel or other device or game
of chance for the purpose of gaming, cockpit or any other place for
animals to fight; nor shall any person hold or permit to be held in
any house or premises any dogfight or cockfight.
No person shall deal, play or engage in faro,
roulette, game of chance, either as banker, player, dealer or otherwise,
for the purpose of gaming.
No person shall go about from door to door,
or place himself or herself in the street, to beg or gather alms.
No person shall appear in any street or public
place in a state of nudity or in a dress not belonging to his or her
sex or in an indecent or lewd dress, or shall make any indecent exposure
of his or her person or be guilty of any indecent or lewd act or behavior,
or shall exhibit, sell or offer to sell any indecent or lewd book,
picture or thing or shall exhibit or perform any indecent, immoral
or lewd play or representation.
No person shall travel in any jitney or autobus
or other means of transportation within the limits of the Borough
of Paulsboro without having paid his fare and with intent to avoid
payment thereof where fare for such travel is legally due, and no
person who, having paid his fare and having traveled on such jitney
or autobus or other means of transportation to a point where, under
the rule of the company or person operating such car or autobus, as
announced by the conductor or operator or other person in charge thereof,
an additional fare is due, shall on demand refuse or fail to pay such
additional fare.
It shall be the duty of every constable or police
officer of the Borough of Paulsboro to arrest any person violating
any of the provisions of this ordinance and take him or her before
the Municipal Court of said Borough, and it shall be the duty of said
Municipal Court, to impose upon such person when convicted before
him by oath or affirmation of one or more creditable witnesses, the
penalties prescribed therefor in this ordinance.
It shall be the duty of the Municipal Court
of the Borough of Paulsboro to issue on information or his own view
his warrant or process to apprehend any person violating any of the
provisions of this ordinance.

A. Each and every person violating any of the provisions of Subsections
C and D of § 46-33 of this ordinance, upon conviction, shall be subject to a fine of not less than $100 nor more than $500 and to imprisonment in the County Jail for a period not exceeding six months; provided, however, that the minimum mandatory fine for the second or any subsequent conviction within the Borough of Paulsboro shall be $200.
B. In regard to any conviction relating to Subsections
C and
D of §
46-3, when the Municipal Court suspends the imposition of a defendant's sentence, or a portion thereof, or sentences him to be placed on probation, the Municipal Court may attach such reasonable conditions authorized by N.J.S.A. 2C:45-1, including the performance of community-related services and the imposition of conditions reasonably related to the rehabilitation of the defendant, including but not limited to alcoholic rehabilitation programs or other such programs related to alcoholic education or rehabilitation.
C. Each and every person violating any of the provisions of this ordinance other than Subsections
C and
D of §
46-3 of this ordinance shall, upon conviction thereof, forfeit and pay a fine of not more than $200 or be imprisoned in the county jail for not more than 90 days; and the Municipal Court before whom any such person may be brought may impose such punishment, by fine or imprisonment in the county jail, as he may see fit, not exceeding the maximum herein fixed.
The fees of the Municipal Court and constables
or police officers for arresting and committing persons under the
provisions of this ordinance shall be the same as for like services
under the disorderly Act.
All fees of the Municipal Court, constables
and police officers of the Borough of Paulsboro had under violations
of this ordinance shall accrue to the Borough of Paulsboro and be
paid to the Treasurer thereof, and all fines received for the violation
of the provisions of this ordinance shall accrue to the Borough of
Paulsboro and be paid to the Treasurer thereof.
This ordinance shall take effect immediately.
