The provisions of this chapter imposing a time
limit on parking shall not relieve any person of the duty to observe
other and more restrictive provisions prohibiting or limiting the
stopping, standing or parking of vehicles as set forth in N.J.S.A.
39:4-138 and other New Jersey statutes or as hereinafter provided.
No person shall park a vehicle at any time upon
any of the streets or parts thereof described in Schedule I, attached
to and made a part of this chapter. No person shall park within 10
feet of an exit or entrance to a public parking lot.

No operator of a vehicle shall stand or park the vehicle within
25 feet of a stop sign, unless the stop sign is within a school zone
during school hours when school is in session, then there shall be
no stopping or standing the vehicle within 50 feet of the stop sign.

A.
Parking
shall be permitted in front of private driveways whenever both the
motor vehicle and driveway involved are owned by the same person,
whenever the motor vehicle is owned by a member of the same household
as the owner of the private driveway, or whenever the owner of the
private driveway authorizes the parking of a motor vehicle in front
of the private driveway; and where such parking is not otherwise prohibited
and the permitting thereof would not interfere with the normal flow
of traffic.
B.
A motor
vehicle shall not be permitted to be parked in front of a private
driveway unless the owner of the private driveway or a member of the
owner's family has been issued a valid permit and the permit is properly
displayed, or unless the owner has authorized another party to use
and display the owner's permit for parking in front of the private
driveway, and the permit is valid and properly displayed.
C.
An owner
of a private driveway shall be eligible to apply for up to three permits
for his own motor vehicles or for use by other parties authorized
by the owner to park in front of the private driveway. Each member
of the owner's household who owns a motor vehicle shall also be eligible
to apply for a permit issued under this section. The permit shall
be 5 1/2 inches by 8 1/2 inches in size, shall bear an appropriate
certification of authenticity and shall be displayed prominently within
the vehicle when it is parked so as to be seen from the middle of
the street.
D.
The fee
for up to three permits shall be $25.

A.
The operator of vehicle shall not stop, stand, or park the vehicle
in a roadway other than parallel with the edge of the roadway headed
in the direction of traffic, on the right-hand side of the road and
with the curb side of the vehicle within six inches of the edge of
the roadway, except as follows:
(1)
Upon those streets which have been designated by ordinance and have
been marked or signed for angle parking, vehicles shall be parked
at the angle to the curb designated and indicated by the ordinance
and marks or signs.
(2)
Upon one-way streets, local authorities may permit parking of vehicles
parallel with the left-hand edge of the roadway headed in the direction
of traffic, on the left-hand side of the road and with the curb side
of the vehicle within six inches of the edge of the roadway.
B.
Any violation of this section shall result in a fine in the amount
of no less than $20 and no more than $30.

A.
Except when necessary to avoid conflict with other traffic or in
compliance with the directions of a traffic or police officer or traffic
sign or signal, no operator of a vehicle shall stand or park the vehicle
in any of the following places:
(1)
Within an intersection;
(2)
On a crosswalk;
(3)
Between safety zone and the adjacent curb or within at least 20 feet
of a point on the curb immediately opposite the end of a safety zone;
(4)
In front of a public or private driveway;
(5)
Crosswalks:
(a)
Within 25 feet of the nearest crosswalk or side line of a street or intersecting highway, except at alleys and as provided in § 67-3.1; or
(b)
Within 10 feet of the nearest crosswalk or side line of a street
or intersecting highway, if a curb extension or a bulb-out has been
constructed on that crosswalk;
(6)
On a sidewalk;
(7)
In any appropriately marked "no parking" space established pursuant
to the duly promulgated regulations of the Commissioner of Transportation;
(9)
Within 10 feet of a fire hydrant;
(10)
Within 50 feet of the nearest rail of a railroad crossing;
(11)
Within 20 feet of the driveway entrance to any fire station
and on the side of a street opposite the entrance to any fire station
within 75 feet of said entrance, when properly signposted;
(12)
Alongside or opposite any street excavation or obstruction when
stopping, standing, or parking would obstruct traffic, when properly
signposted;
(13)
On the roadway side of any vehicle stopped or parked at the
edge or a curb of a street;
(14)
Upon any bridge or other elevated structure upon a highway,
or within a highway tunnel or underpass, or on the immediate approaches
thereto except where space for parking is provided;
(15)
In any space on public or private property appropriately marked
for vehicles for persons with disabilities pursuant to N.J.S.A. 39:4-197.5,
N.J.S.A. 52:27D-119 et seq., or any other applicable law unless the
vehicle is authorized by law to be parked therein and a person with
a disability is either the driver or a passenger of that vehicle.
State, county, or municipal law enforcement officers or parking enforcement
authority officers shall enforce the parking restrictions on spaces
appropriately marked for vehicles for persons with disabilities on
both public and private property.
B.
No person shall move a vehicle not lawfully under the person's
control into any such prohibited area or away from a curb such distance
as is unlawful.
C.
Any violation of this section shall result in a fine in the amount
of no less than $20 and no more than $30.
No person shall park a vehicle between the hours
specified in Schedule II of any day, except Sundays and public holidays,
upon any of the streets or parts of streets described in said Schedule
II, attached to and made a part of this chapter.
A.
No person shall park a vehicle for longer than the
time limit shown in Schedule III at any time between the hours listed
in said Schedule III of any day, except Sundays and public holidays,
upon any of the streets or parts of streets described in Schedule
III, attached to and made a part of this chapter.
B.
No person shall park a vehicle for longer than 10
minutes at any time listed in Schedule XII of any day, except Sundays
and holidays, in any of the parking spaces or locations listed in
Schedule XII, attached to and made a part of this chapter.

No person shall park a vehicle parallel to the
roadway upon any of the streets or parts of streets described in Schedule
XI, attached to and made a part of this chapter.

A.
Except as otherwise provided herein, no commercial
vehicle of any kind, including but not limited to buses, trailers,
pole trailers, road tractors, trucks, truck trailers, boat trailers
or any other vehicle, with either a registered weight or an actual
weight at or above five tons, shall park on any street within the
Town of Phillipsburg between the hours of 9:00 p.m. and 6:00 a.m.,
unless said vehicle is attended by the operator of same and is in
the process of making a delivery or pickup.
B.
Except as otherwise provided herein, no trailer of
any kind which is used for commercial purposes, irrespective of said
trailer's registered or actual weight, shall park on any street within
the Town of Phillipsburg between the hours of 9:00 p.m. and 6:00 a.m.,
unless said vehicle is attended by the operator of same in the process
of making a delivery or pickup.
C.
Except as otherwise provided herein, no boat trailer,
camper, or other recreational vehicle or trailer for private use shall
park on any street within the Town of Phillipsburg between the hours
of 9:00 p.m. and 6:00 a.m., unless said vehicle is attended by the
operator of same and is in the process of loading or unloading equipment.
This restriction shall not apply to noncommercial vehicles that are
parked on a public street within 48 hours prior to the owner's departure
for vacation or recreational purposes with said vehicle, so long as
said vehicle is not otherwise parked in violation of law or parked
in a location which compromises the safety of the nearby residents,
such as by blocking adequate fire equipment ingress and egress.
D.
No commercial vehicle shall be left idling in a location
less than 500 feet from residential areas for more than 15 minutes
after loading or unloading has been completed.
