Creation and establishment of Beautification
Committee. There is hereby created and established the Borough of
River Edge Beautification Committee. The Committee shall consist of
25 members who are citizens and residents of the Borough of River
Edge. One member will represent the Department of Public Works who
shall be appointed by the Superintendent of the Department of Public
Works. The remaining members shall be appointed by the Mayor with
the advice and consent of the Council. The Council shall also appoint
one of its own members as a nonvoting liaison to the Committee. Five
members shall constitute a quorum.
Terms of office of the first members of the
Committee shall be for one, two or three years to be designated by
the Mayor and Council in making the appointments. Their successors
shall be appointed for terms of three years and until the appointment
and qualification of their successors. Members of the Committee shall
be appointed for the following terms: five members for the term expiring
December 31 of the year of the appointment; five members for a term
expiring December 31 of the year following the appointment; and five
members for the term expiring December 31 two years from the date
of the appointment. A vacancy on the Committee occurring otherwise
than by expiration of the term shall be filled for the unexpired term
in the same manner as an original appointment.
The Borough Council may remove any member of
the Committee for cause, on written charges served upon the member
and after a hearing thereon at which the member shall be entitled
to be heard in person or by counsel.
Members of the Committee shall serve without
compensation.
The Committee shall choose from its members
a Chairman, Vice Chairman and Secretary at the annual reorganization
meeting of the Committee.
By February 1 of the year next, the Committee
shall make an annual report to the Mayor and Council including all
activities of the Committee in the preceding year.
