The purpose of this Article is to create the
position of Chief Financial Officer in compliance with requirements
established by Chapter 110, Laws of N.J. 1988, also known as the Municipal
Finance Officers Certification Bill, signed into law on August 22,
1988, amending and supplementing N.J.S.A. 40A:9-140.1 et seq.
There is hereby established by the governing
body of the Borough of River Edge the position of Chief Financial
Officer who shall be under the general supervision of the governing
body of the Borough of River Edge, and under the specific direction
of the Mayor and Council of the Borough of River Edge.
There is hereby designated by the governing
body of the Borough of River Edge the title of Chief Financial Officer
as the Chief Financial Officer of the Borough of River Edge.
The Chief Financial Officer shall have the responsibility
for the fiscal records of the Borough of River Edge as well as to:
A.
Advise and assist the Mayor and Council regarding
developing fiscal plans and forecasts for the borough.
B.
Provide financial assistance to all boards, commissions
and departments of the borough.
C.
Conduct continuous studies and collect data to serve
as a basis for future financial recommendations.
D.
Carry out the responsibilities enumerated in N.J.S.A.
52:27BB-26 et seq., as amended from time to time.
E.
Perform all such other duties required by Chief Financial
Officer by the laws of the State of New Jersey.
