There is hereby created and established the Borough of River Edge Traffic and Safety Committee. The Committee shall consist of seven members who are citizens and residents of the Borough of River Edge and shall be appointed by the Mayor with the advice and consent of the Council, with the exception of one member who shall be appointed by the Chief of the Fire Department. The Council shall also appoint one of its own members as a nonvoting liaison to the Committee, and the Police Chief shall appoint one member of the Police Department as a nonvoting liaison to the Committee.
Terms of office of the first members of the Committee shall be for one, two or three years to be designated by the Mayor and Council in making the appointments. Their successors shall be appointed for terms of three years and until the appointment and qualification of their successors. Members of the Committee shall be appointed for the following terms: two members for the term expiring December 31 of the year of the appointment; two members for a term expiring December 31 of the year following the appointment; and three members for the term expiring December 31 two years from the date of the appointment. A vacancy on the Committee occurring otherwise than by expiration of the term shall be filled for the unexpired term in the said manner as an original appointment.
The Borough Council may remove any member of the Committee for cause, on written charges served upon the member and after a hearing thereon at which the member shall be entitled to be heard in person or by counsel.
Members of the Committee shall serve without compensation.

It is the responsibility of the Committee to advise the Mayor and Council as to issues involving the flow of traffic, public safety, parking, limits of speed and other issues concerning vehicle traffic and pedestrian traffic in the Borough.

B. The Committee shall hold meetings on an as-needed basis as determined by the Mayor or Council or Police Chief. The meetings shall be held in accordance with the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., will keep records of its meeting and activities and keep minutes of its meetings and make same available to the Borough Clerk in a timely manner. A majority of the voting members of the Committee shall constitute a quorum for the transaction of business.

When requested by the River Edge Traffic and Safety Committee, the Mayor and Council shall consider, investigate and make findings and findings of fact and make recommendations upon any matter or question coming within the scope of the duties of the River Edge Traffic and Safety Committee.
D. 
The Committee shall serve in an advisory capacity to the Mayor and Council with reference to recommendations made in accordance with the duties and responsibilities of the Committee.
The Committee shall choose from among its voting members a Chairman, Vice Chairman and Secretary at the annual reorganization of the Committee.
By February 1 of the year next, the Committee shall make an annual report to the Mayor and Council including all activities of the Committee in the preceding year.
