There shall be not exceeding 15 special police officers, who
shall respectively be appointed by the Borough Council for a term
not exceeding 12 months, which term of office and employment may be
terminated at any time by the Borough Council, in its sole discretion,
with or without cause and without prior notice or hearing.
No person shall be eligible or qualified to be appointed a special
police officer unless, at the time of his appointment:
A. He shall be a citizen of the United States and of the State of New
Jersey.
B. He shall be able to read, write and speak the English language.
C. He shall be physically qualified.
D. He shall be of good moral character.
E. He shall not have been convicted of a crime involving moral turpitude
that, in the judgment of the Borough Council, would be prejudicial
to the morale or effectiveness of the police force.
The special police officers shall not render police service
to the Borough, except when expressly assigned to active duty by the
Director of Public Safety, which assent, whenever practicable, shall
be in the form of an order in writing prior to the beginning of such
active duty; provided, however, that the Chief of Police may expressly
assign one or more of the special police officers to active duty in
accordance with such general order as may be made by the Director
of Public Safety.
Each special police officer shall receive compensation at an
hourly rate to be fixed by ordinance of the Borough but only for police
service rendered to the Borough while on active duty; provided, however,
that the Borough Council shall have power from time to time to assign
any one or more of the special police officers to active duty at specified
locations without expense to the Borough.
No special police officer, by virtue of his appointment or service
as such, shall be or become a member of the Police Department.
