Whenever used in this chapter, unless a different meaning appears from
the context, the following words shall have the meanings indicated:
PERSON
Includes persons, partnership, firm, corporation, tenant, owner,
lessee or licensee, their agents, servants or assigns.
TRAILER
Any unit which is or may be used for living, sleeping or business
purposes by one or more persons and which is designed and constructed so as
to permit its being equipped with wheels or similar devices for the purpose
of transporting said unit from place to place, whether it be self-propelled
or otherwise, and having no foundation other than wheels, jacks or skirtings
so arranged as to be integral and portable with said unit. The term "trailer"
shall mean and include, but shall not be limited to, automobile trailer, house
trailer, trailer home, trailer coach, camp car and mobile home; except however,
that a trailer used solely as a temporary office for administrative purposes
in connection with the doing of construction work in the Township of Washington
is not within the meaning of this definition.
TRAILER PARK
Any park, trailer camp, trailer court, court, camp, site, lot, parcel
or tract of land designed, maintained or intended for the purpose of supplying
a location or accommodations for any trailer as defined above and any plot
or tract of land upon which two or more such trailers shall be located. "Trailer
park" shall not include automobile or trailer sales lots on which unoccupied
trailers are parked for purpose of inspection and sales.
No person owning or operating any trailer shall alter, add to or permanently
affix to the ground any such trailer without first obtaining a building permit
from the Building Inspector of the Township of Washington. The granting of
any such permit shall be conditioned upon the applicant's compliance with
all other building codes and zoning ordinances of the Township of Washington.
The Township Committee of the Township of Washington is hereby authorized
to revoke any license issued pursuant to this chapter if, after due investigation,
it is determined that the holder thereof has violated any of the provisions
of this or any other applicable ordinance or state law.
Any person aggrieved by an order of the Township Committee of the Township
of Washington granting, denying, renewing or revoking a license for a trailer
park under this chapter may file a written request for a hearing before said
Township Committee within 10 days after the issuance of such order. The Township
Committee shall give notice of a public hearing upon this request, which hearing
shall be held not more than 30 days after receiving the request for the hearing.
This hearing may be held at any regular or special township meeting to be
held within said thirty-day period. All persons in interest shall be given
an opportunity to be heard concerning the same and to present any matters
relevant to the issues.
Pursuant to the provisions of N.J.S.A. 26:1A-9 and, except as made more
restrictive by this chapter or any amendment hereto, the Township of Washington,
Warren County, shall apply the following sections of Chapter IX, Mobile Home
Parks, New Jersey State Sanitary Code, to trailer parks located in said Township
of Washington:
Section 3, General Layout and Design.

Section 4, Plumbing.
|
Section 5, Water Supply and Distribution.
|
Section 6, Sewage and Storm Drainage Facilities.
|
Section 7, Refuse — Storage, Collection and
Disposal.
|
Section 8, Insect, Rodent and Weed Control.
|
Section 9, Electricity.
|
Section 10, Fuel, Flammable Liquids and Gases.
|
Section 11, Fire Protection.
|
Section 12, Service and Auxiliary Buildings.

Each trailer shall be clearly marked and shall be adequate for the type
of facility occupying the same. Trailers shall be parked on each space so
that there will be at least 15 feet side-to-side spacing between trailers,
15 feet end-to-end spacing between trailers, 15 feet spacing between trailers
and adjoining property lines, 25 feet from the sideline of any public street
or highway and 15 feet from any building or structure.
Such licensed trailer parks shall at all times comply with all applicable
police, health and fire regulations and shall be subject to examination and
inspection at all reasonable times by the Township Committee, the Board of
Health or agents thereof.

Any person who shall violate any terms or provisions of this chapter, upon conviction thereof (the fine in §
112-4E shall not be covered under this section), shall be subject to imprisonment or community service for a term not exceeding 90 days or to a fine not to exceed $1,000, or both. Each twenty-four-hour period that a violation of any of the provisions of this chapter shall continue shall constitute a separate offense and be punishable as such hereunder.
