The following guidelines are established for the purpose of regulating
and controlling the use of public vehicles and properties of any nature owned
by the City:
A. The City Manager shall be responsible for all personal
property of the City, whether vehicular, custodial or for maintenance purposes,
and no property of the City is to be used privately.
B. It shall be the duty of the City Manager to decide the
uses of such equipment and to make all assignments to persons employed by
the City and to all elected officials, including the Mayor and his appointees.
C. No equipment belonging to the City may be moved from
the City or from storage areas owned or used by the City without prior permission
from the City Manager.
D. In the case of the daily use of maintenance vehicles,
the maintenance foreman will keep a formal record showing mileage at the beginning
of use and total mileage at the end of each day. He will also keep record
of the cost of fuel and repairs and is to obtain authorization from the City
Manager prior to having any repairs made.
E. All uses of the passenger vehicles owned by the City
will be decided by the City Manager, and he will not approve any use of public
equipment except for service to the City. However, in the event of an emergency,
where services to a citizen may require the use of vehicular equipment, such
as a matter of aid to the aged or the need for immediate conveyance in case
of an accident and delay in securing other available public services, such
usage shall be at the discretion of the City Manager.
F. The keys to all vehicles owned by the City are to be
maintained in the offices of the City Hall when such vehicles are parked and
not in use.
G. The City shall not be liable for breakdowns, accidents
or violations of traffic laws or ordinances occurring during any unauthorized
use of City equipment.
H. Under authorized use, the City shall not be liable for
violations of traffic laws or ordinances.
I. No person shall be authorized to operate City vehicles
unless he has a valid state driver's license.
J. No person shall be authorized to operate City vehicles
until he has been issued a City operator's identification card.
K. Operators of City vehicles are to report all moving and
parking violations to the City Manager immediately for investigation. The
City will not be liable for any of the above violations.
L. Personal injury or damage to or loss of property should
be immediately reported to the City Manager in writing, and he will forward
the same to the City Attorney.
