The Housing and Property Standards Code for Prince George's County, Maryland, is hereby adopted to be and to continue in effect throughout the City. It is the intent of the Mayor and Council that any amendments made to the Housing and Property Standards Code for Prince George's County, Maryland, shall become effective in the City on the same day that the amendments become effective elsewhere in the county.

A. 
The provisions of the Prince George's County Housing and Property Standards Code shall be enforced in the City by City Code Enforcement Officers and any duly authorized representative of Prince George's County. Whenever a Code Enforcement Officer of the City shall determine that a provision of this chapter has been violated, he shall serve notice of the violation upon the owner or other responsible party by personally serving the notice on the owner or the person residing at the property who is at least 18 years of age or older, or by sending a copy of the notice by mail to the owner's last known address, or if the notice is returned as not delivered, by posting a copy in a conspicuous place in or about the property in violation. If a notice is personally served on a person residing at the property, a copy of the notice shall be mailed to the last known address of the owner. The notice shall be in writing, shall include a description of the property sufficient for identification, shall specify the violation that exists and the corrective action required and shall allow a reasonable time not less than 15 days for compliance.
B. 
Failure to correct the violations within the compliance period shall result in the issuance of a municipal infraction. The fine for a first violation is $100, and $100 for each successive violation. Each day that a violation continues following issuance of a notice of violation shall be deemed to be a separate infraction.
C. 
A lien upon the property shall exist for all monies expended by the City to abate any violation. Notice of the amount of such lien shall be forwarded to the Prince George's County Director of Finance for collection in the same manner as other City and county taxes.
