A. 
When any vehicle is parked or abandoned on any highway or public parking lot within the City during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or parking lot upon which said vehicle is parked or abandoned, said vehicle may be removed by or under the direction of the Police Department.
B. 
When any vehicle is found unattended on any highway or public parking lot within the City in violation of any provisions of this chapter or where said vehicle constitutes an obstruction to traffic or a threat to public safety, said vehicle may be removed by or under the direction of the Police Department.
C. 
When any vehicle is found parked in violation of any section(s) of this chapter or is inoperative or has against it an outstanding City of Glenarden parking citation or fine more than 30 days overdue, said vehicle may be removed by or under the direction of the Police Department.
A. 
After removal of any vehicle as provided in this article, the Police Department may store or cause such vehicle to be stored in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the person with whom stored of the amount of all expenses actually and necessarily incurred in effecting such removal and storage.
B. 
If such charges are not paid to the office of the City Treasurer within 15 days after a notice of charges incurred has been served upon the owner of such motor vehicle, the City Manager shall send notice of the owner's failure to pay such charges to the State Motor Vehicle Administration as reason for the Administration to refuse registration or transfer registration of the subject vehicle until notified by the City that the charge has been satisfied.
It shall be the duty of the Glenarden Police Department to ascertain to the extent possible the owner of the vehicle or the person having the same in charge and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same. The Glenarden Police Department shall also, without delay, report to the City Manager the removal and disposition of any vehicle removed as provided in this article.
