The VC Zone is intended to provide a mix of
housing types as well as businesses to keep the historic, small-Town
atmosphere and traditional Town center intact. Businesses in this
area should be appropriate to the size and character of the Town and
provide the basic amenities needed by residents living in a small
Town.

A. Conversions of buildings to contain up to two dwelling
units, provided the Town Manager certifies that adequate water and
wastewater facilities exist to support the units.
B. Light industrial manufacture and assembly of electronics,
electrical appliances, communication equipment, professional, scientific
and controlling instruments, and photographic or optical products,
subject to Board of Zoning Appeals review of the following conditions
and a determination that the conditions are or will be met:
(1) Processes and equipment employed and goods processed
or sold shall be limited to those which are not objectionable by reason
of odor, dust, smoke, cinders, gas, fumes, noise, vibrations, refuse
matter or water-carried waste or otherwise create a nuisance or health
hazard under the provisions of this Code;
(2) The use may not generate vehicular parking or traffic
either by customers, employees, or deliveries to or from the proposed
location, to an extent that would burden or be detrimental to the
surrounding areas or which would change the overall character of the
district;
(3) The use may not overburden existing public services,
including water, sanitary sewer, public roads, storm drainage or other
public improvements;
(4) The proposed use shall be subject to a full site plan
review by the Planning and Zoning Commission and any other state,
county, or local agencies it deems appropriate.
C. The following
are businesses or operations that involve the production, storage,
distillation, manufacturing, process, distribution and wholesale and
retail sale of liquor, beer, wine, mead, coffee, and/or cider made
from produce grown or produced off-site, as well as the hosting of
tours and tastings of such products incident to such businesses and
operations conducted on the premises. Such business or operation must
be conducted in an enclosed building, shall be in compliance with
all local and state liquor laws and licensing requirements and Health
Department regulations, and shall possess all licenses which may be
required by Carroll County, the Town of New Windsor, and the State
of Maryland:
