A. 
The Department of Recreation and Parks shall administer the following policies regarding group picnics in Monroeville's recreation and park sites.
B. 
All citizens may use picnic facilities at any time without a permit; however, permit holders may request non-permit holders to vacate the facilities noted on the permit for specific hours.
C. 
As used in this section, the following terms shall have the meanings indicated:
NEIGHBORHOOD GROUPS
Groups of 100% Monroeville residents of a particular Monroeville neighborhood, but does not limited to any particular park site.
NONRESIDENT GROUPS
Groups of less than 75% Monroeville residency not represented by a resident family or business and which are subject to nonresident group fees.
RESIDENT GROUPS
Groups represented by a resident family or resident business and groups with 75% or more Monroeville residents and which are subject to resident group fees.
D. 
Group picnics.
(1) 
Ball fields. Group picnics may obtain a three-hour maximum ball field permit in conjunction with the activities of the picnic. A scheduling fee will be charged. Refunds will be made if picnic is canceled.
(2) 
Lavatories. Picnic permits shall not be issued for parks without lavatory facilities except to immediate neighborhood groups who have access to their homes for lavatory purposes. A refundable fee may be charged a group to check out the lavatory key for facility entry at times when the parks are not staffed.
(3) 
Pavilions. A nonrefundable picnic pavilion reservation fee shall be collected upon application for a group picnic permit. A picnic table reservation fee will be collected for group picnics where lavatory facilities are available but there is no pavilion or shelter.
E. 
Beer permits.[1] All groups desiring beer permits must pay for the same at time of application. The person making such application shall be responsible for confining the beer to the picnic area and shall prohibit beer from being present in any form or container near or on the playing fields. Beer permits are refundable in case of cancellation of picnic or for inclement weather if pavilions or shelters are not part of the permit. Groups issued a beer permit shall abide by the intent and letter of the laws regulating consumption of alcoholic beverages in the Commonwealth of Pennsylvania. Beer permit fees may be waived for scheduled neighborhood groups.

F. 
Cleanup deposit. All groups seeking use of park facilities via a permit shall deposit a cleanup fee. The fee will be partially refundable if the picnic grounds and toilet facility are found to be free of debris, with trash either removed from the site or placed in the trash cans provided. If the Municipality spends personnel time cleaning an area, other than emptying trash cans, that time shall be deducted from the fee, and the balance, if any, returned to the group.
G. 
General information.
(1) 
Picnic permits may be obtained beginning the first working day of the year for that particular year.
(2) 
Fees are payable within two weeks of permit application and/or before issuance of a permit.
(3) 
Partial refunds will be made if the picnic is canceled at least 10 days before the scheduled date. No refund will be made if cancellation occurs less than 10 days before the scheduled picnic date. Pavilion and picnic table reservation fees are not refundable at any time.
(4) 
Monroeville resident youth groups, with adequate supervision, may secure picnic permits at any time with the waiver of all applicable fees.
(5) 
Resident and nonresident groups may apply for use of the picnic facilities at the Bel Aire Municipal Pool and Park under the separate rules and regulations of that facility.
The Department of Recreation and Parks shall administer the tennis courts in the Monroeville recreation and park sites according to the following rules and regulations, under the authority granted by the Monroeville Municipal Council:
A. 
All citizens are welcome to use any vacant court for one hour at any time without charge, provided that they move from the court when a permit is shown for that specific court on that specific day and time.
B. 
Users of the courts on a first-come-and-wait-your-turn basis shall vacate the court after an hour's play when others are waiting to play.
C. 
Open court hours provide opportunity for nonresidents to use the Municipal courts between 12:00 noon and 5:00 p.m.
D. 
Permits may be secured for reserved court time from dawn to 12:00 noon and from 5:00 p.m. to dusk every day of the week.
E. 
Two types of court time use have been established. They are:
(1) 
Open court time.
(a) 
Open court time shall be those hours designated when anyone may use the courts for one hour of tennis play on a first-come-first-play-wait-your-turn basis, free of cost.
(b) 
The designated hours for open court time shall be 12:00 noon to 5:00 p.m. every day of the week at all courts.
(c) 
Portions of the tournaments sponsored by the Department of Recreation and Parks, scheduled and publicized in advance, may take precedence over open court time.
(2) 
Permit time.
(a) 
Permit time shall be those hours designated when persons who have purchased a permit for a specific court at a specific time may bump persons occupying that specific court. Persons may use the courts during permit time at no charge on a first-come-first-play-wait-your-turn basis, but are subject to being bumped at any time by a permit holder.
(b) 
Designated hours of permit time shall be from dawn to 12:00 noon and from 5:00 p.m. to dusk every day of the week.
(c) 
Portions of the tournaments sponsored by the Department of Recreation and Parks, scheduled and publicized in advance, may take precedence during permit time.
(d) 
Group instruction, season and half-season permits and short-term permits may be scheduled only during designated hours of permit time.
F. 
Tennis permits.
(1) 
Only Monroeville residents may purchase permits, i.e., season permits (10 hours), half-season permits (five hours) and short-term permits (one to three nonconsecutive hours). Proof of residency is required.
(a) 
Season permits: 10 nonconsecutive hours of playing time.
(b) 
Half-season permits: five nonconsecutive hours of playing time.
(c) 
Short-term permits: one to three nonconsecutive hours of playing time.
(2) 
Season permits and half-season permits are available at the Department of Recreation and Parks office between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday.
(3) 
Short-term permits may be obtained at the Department of Recreation and Parks office from September to June and at the tennis court sites when authorized Municipal personnel are on duty in the summer months.
(4) 
Short-term permits (up to three hours) may be purchased for houseguests by residents of Monroeville (includes individual permits).
(5) 
Persons may not hold more than two permits at any one time, and such permits shall not be consecutive hours.
(6) 
Permits must be held by permittees on their person and be available for inspection (bumping may not be effected without the showing of permit which indicates specific court on a specific day and time). Any alteration on permit shall be the basis for withdrawal of the permit without refund. Permits are not transferable.
G. 
Refunds. Refunds shall not be made for fees paid because of inclement weather or the permittee's inability to use his designated permit time.
H. 
Instruction periods.
(1) 
Any individual or group instruction periods must be scheduled and authorized through the Department of Recreation and Parks and shall be subject to prevailing fees for court use, payable to the Municipality of Monroeville.
(2) 
The Municipality does not sanction instruction for private profit on public courts.
I. 
Municipal courts may not be used for money-raising or money-award events for private or charitable purposes.
The Department of Recreation and Parks shall administer the baseball and softball playing fields under its jurisdiction according to the following rules and regulations:
A. 
Residency requirements.
(1) 
Resident teams shall be designated as those teams playing in any league or tournament in or out of the Municipality when such team composition is 75% or more of Monroeville-Pitcairn residents.
(2) 
The Department of Recreation and Parks shall have the responsibility of confirming such residency and shall have the authority to withdraw any permits for the use of playing fields in the community should the membership of the team fall below seventy-five-percent residency.
(3) 
Nonresident teams shall be defined as those teams with less than seventy-five-percent Monroeville-Pitcairn residency.
(4) 
Teams composed of 75% to 100% residents may apply for field use in Monroeville and will be accommodated on a priority based from one-hundred-percent residency to seventy-five-percent residency. Teams with less than seventy-five-percent residency will be accommodated only where and when fields may be available at leased sites.
B. 
Fees.[1]
(1) 
Both resident and nonresident teams scheduling three or more games shall pay a scheduling fee to Monroeville, except in the instance of resident youth (under 18) teams.
(2) 
A single-use permit fee shall be charged, including field use with a picnic. No more than three single-use permits may be secured by a team; however, fees paid may be applied to season fee.
(3) 
All nonresidents playing on resident or nonresident teams entered into league play shall pay a nonresident fee for each nonresident entered on the roster, payable prior to the scheduling of the team or issuance of the team permit.

C. 
Application.
(1) 
The third Monday of February shall be the deadline for all teams to submit their applications for field use. Applications submitted thereafter shall be accommodated when and where possible on a first-come-first-served basis.
(2) 
The Department of Recreation and Parks shall provide a team roster form for each team applying for field use, providing space for full name, legal residence, street and post office address, home phone, business phone and a column for an indication of Monroeville-Pitcairn residency or nonresidency. Each team roster shall have space provided for both the printed name of the player and his signature. Such signature shall attest to the fact of his residency and his knowledge of and agreement to league and Municipal rules and regulations regarding the use of the ball fields in the community.
(3) 
Failure to list all players on the roster prior to or during the season shall be a basis for revocation of the team permit for the balance of the calendar year or consideration for permit use in the future.
D. 
Permits.
(1) 
The Department of Recreation and Parks shall issue a permit for field use as soon as possible after a team's schedule and roster are submitted and approved.
(2) 
The permit shall be numbered, dated and signed by a designated Department of Recreation and Parks employee and shall indicate the team name, the assigned fields and the dates and times of such use.
(3) 
The permit must be available at each game for inspection by other teams, the Monroeville police or the Director of Recreation and Parks or his designee. Failure to reveal the field permit on request may be a basis for permit revocation.
(4) 
Permits shall be issued for no more than a three-hour period, except to youth leagues where multiple use must be scheduled to accommodate numerous teams.
(5) 
The Department of Recreation and Parks shall not issue team permits on Saturdays beginning 1:00 p.m. through Sundays at dusk for the period of June 1 through August 31, except that permits may be issued on Saturday and Sunday for community-wide events, (i.e., all star games, pitch, hit and throw contests, etc.), provided that requests for special uses are received prior to the annual application deadline. Teams who have permits to play at other times found to be playing during these designated weekend hours shall have their permits revoked.
(6) 
Permits may be issued for a three-hour period during hours between Saturday 1:00 p.m. and dusk on Sunday in conjunction with a picnic scheduled through the Department of Recreation and Parks office.
(7) 
Park fields shall not be used by organized adult groups from dawn to 5:30 p.m. on weekdays (Monday through Friday, except holidays), June 1 to August 31, in order that fields may remain available for scheduled park activities for youth and occasional picnics by permit (which allows for ball field use upon payment of a use fee).
(8) 
No adult ball game controlled by an umpire or official shall be conducted without a permit at any time.
E. 
Alcoholic beverages.[2] Resident and nonresident teams shall agree that there shall be no consumption of alcohol in any form, nor the availability of the same on or in close proximity to any ball field, before, during or after any scheduled game. Violation of this provision shall be prosecuted under Municipal Ordinance No. 695[3] or the School Code as it applies to school district properties. The team permit of the violator (or the permits of the teams playing should a spectator be the violator) will be withdrawn for the balance of the calendar year, and all fees paid shall be forfeited.

F. 
Tilbrook fields. The preceding rules and regulations shall also apply to leased fields, except that Saturday and Sunday may be scheduled via permit.
