The position of meter personnel is hereby created.[1]

The duties of meter personnel shall be to assist in the operation and enforcement of all parking ordinances in the Borough of Norristown. Upon observance or detection of violations of parking ordinances, the meter personnel shall give notice to the offending driver by handing a copy of the violation to the driver of said vehicle or by affixing said violation notice to the vehicle in question. Said violation notice shall be in the form of a ticket on which the time, place and nature of the offense shall be noted. The meter personnel shall send a copy of the violation notice to the Borough Treasurer.
The compensation and other benefits of employment shall be set by the Borough Council for all meter personnel.
Meter personnel shall be under the direct supervision of the Director of Public Safety, who shall be responsible for setting the hours and days to be worked by such personnel. The Director of Public Safety shall have the right to hire, fire, suspend, discipline and take any appropriate personnel action with regard to such personnel.

Meter personnel shall be casual, temporary or special employees and shall not be covered by any civil service regulations or provisions. The meter personnel shall be paid on an hourly basis.
The Director of Public Safety shall prescribe the uniforms, badges and/or other signs of employment to be worn by meter personnel.

The position of school traffic guide is hereby created.
The duties of school traffic guides shall be to control and direct the traffic at or near the various schools in the borough when school children are normally going to or from such schools and at such other times as may be necessary. School traffic guides shall have the authority to direct the movements of both pedestrian and vehicular traffic so as to best protect and safeguard the lives and well-being of the school children as they go to and from their respective schools.[1]

School traffic guides shall be employed on a daily or per-diem basis, and the compensation or rate of pay shall be established from time to time by resolution of the Council.
School traffic guides shall be casual, temporary or special employees and shall not be covered by any civil service regulations or provisions.[1]

It is hereby declared unlawful for either pedestrian or vehicular traffic to interfere with or refuse to obey the commands and directions of such school traffic guides, and any person refusing to obey such commands or directions shall be deemed to have violated the provisions of this Article.
