The Board of Commissioners of the Township of Patterson is hereby authorized
to adopt regulations governing and regulating the use of the Township Community
Park and from time to time to amend said regulations as the Board of Commissioners
shall deem fit.
A. The regulations authorized by this Article may include
regulations pertaining to but not limited to:
(2) Prohibition of intoxicants and games of chance.
(3) Posting and displaying of signs.
(4) Vehicular traffic and parking.
(6) Littering, dumping and disposal of refuse.
(7) Defacement, destruction, removal or disturbance of property,
equipment and natural features.
(9) Firearms, fireworks and explosives.
(10) Prohibition of public nuisance.
B. However, nothing contained in this section of this Article
shall be construed as in any way limiting the power granted in this Article
to adopt such regulations as the Board of Commissioners shall deem fit and
proper.
The regulations adopted by the Board of Commissioners pursuant to the
authority contained in this Article and any amendments thereto shall have
the same force and effect as if made a part of this Article, and any violation
of such regulations or amendments thereto shall constitute a violation of
this Article, and such violation shall be subject to the penalty provisions
hereinafter provided.
The violation of regulations adopted pursuant to the authority contained
in this Article by any firm, person or corporation shall, upon conviction,
be punishable by a fine of not more than six hundred dollars ($600.), together
with the cost of prosecution, and, in default of payment of such fine and
costs, by imprisonment in the county jail for a period not exceeding thirty
(30) days.

No person shall climb on or deface any part of a township park or building,
including but not limited to signs, trees, flowers and shrubs.
Township parks shall be open at 9:00 a.m. and closed at 9:00 p.m.
Games or activities can be played only in areas designated or maintained
therefor.
Picnics may be held only in areas designated. Sites may be reserved
by acquiring a permit from the township.
No person, firm or corporation shall sell or offer for sale any items
within township park property without a permit.
No person shall distribute or display any advertising material in any
park property without the express written consent of the township.
No person shall bathe, wade or swim in any waters or fountains, unless
it is in an area clearly designated and approved by the township.
Persons shall deposit garbage, refuse matter and other materials in
designated trash receptacles.
Any person disobeying an order of park personnel or the direction of
any park sign, using threatening, abusive or insulting language, committing
any act tending to or amounting to breach of the peace, playing games of chance
or gambling or spitting upon the walk shall be guilty of disorderly conduct
and will be charged accordingly.
No unauthorized person shall bring into or have in his possession in
any park any explosives, fireworks or firearms.
Parades, processions, exercises or other activities which result from
the congregation of a large number of people shall not be permitted within
the parks without a permit from the township.
The township shall have the authority to regulate vehicular traffic
around township park areas.
No person shall coast with carts, bicycles, roller skates or other vehicles
on wheels unless it is an area clearly marked and designated by the township.
No person shall use ice skates, sleds, snowshoes or skis unless it is
an area clearly marked and designated by the township.
No person shall engage in toy or model aviation, model boating or model
automobiling unless it is in an area clearly marked and designated by the
township.
No unauthorized person shall molest, disturb or annoy any wildlife which
may exist in the parks.
The township shall, in its discretion, prescribe rules for the proper
use of the parks.
Any violation of the rules and regulations of the township shall be
deemed a violation of this chapter.
No person shall operate snowmobiles, motorcycles, minibikes, trail bikes,
motor scooters, all-terrain motor vehicles or similar motor vehicles within
or upon any park, township water tower, township cemetery, conservation land
or any other area that is under the control of the Township of Patterson Township.
This section shall not apply to vehicles under the control of the township
or any other governmental agency operated in the course of a lawful municipal
or governmental function or to emergency vehicles engaged in rescue operations.
No person shall bring into, sell, give away, display, drink or cause,
permit or procure to be sold, given away or drunk any alcoholic or spirituous
liquors or beverages in any park except such alcoholic or spirituous liquors
or beverages as may be specifically permitted by the township, and only at
the places specifically permitted by the township, and only at the places
specifically designated and approved by the township.
No person shall kindle, build, maintain or use a fire in any place or
portable receptacle or grill, except in places provided by the park therefor,
and so designated, under permit. Any fire shall be continuously under the
care and direction of a competent person over twenty-one (21) years of age
from the time it is kindled until it is completely extinguished.
A. A permit to do any act or for any purpose issued by the
township shall authorize the same only insofar as it may be performed in strict
accordance with the written terms and conditions therefor. No groups may use
or monopolize any park facility without first securing a permit from the township.
B. At the discretion of the Township Supervisors, before
any township park can be used for any of the activities covered by the permit,
there shall be filed with the Township Secretary a certificate of liability
insurance, in an amount set by resolution of the Board of Supervisors, naming
the Township of Patterson as an additional insured.
No person shall carry into and/or have possession of any glass beverage
container in any township park, including school playgrounds.
No animals shall be brought into the park or allowed to remain in the
park at any time, unless it is in an area clearly designated and allowed by
the township.
Any person, firm or corporation who or which shall violate any provision
of this chapter shall, upon conviction, be punishable by a fine not exceeding
six hundred dollars ($600.) plus costs of prosecution and, in default of payment
of such fine and costs, by imprisonment in the county jail for a period not
exceeding thirty (30) days. It is further provided that each day's violation
after expiration of the time set forth in the notice to abate shall constitute
a separate offense.
