It is hereby stated that an accumulation of three or more inches of snow will automatically be determined to be a snow and ice emergency. In addition thereto and in order to facilitate the movement of traffic and to combat the hazards of snow on the roads in Patterson Township, the police officer on duty, in his discretion, may declare a snow and ice emergency (designated in this article as a "snow emergency"). Information on the existence of a snow emergency shall be given by Patterson Township through radio, newspaper or other available media, and information on the termination of the emergency may be given by use of the same media. The police officer on duty may also terminate the snow emergency.
After any snow emergency is declared, it shall be unlawful, at any time during the continuance of the emergency, for any person to:
A. 
Park a motor vehicle or to allow that vehicle to remain parked on either side of any roads in Patterson Township.
B. 
Drive any motor vehicle on the roads in Patterson Township, unless that vehicle is equipped with front-wheel drive, snow tires and/or chains.
A. 
If at any time during a period of snow emergency declared under § 182-38 a person shall park a motor vehicle or allow a motor vehicle to remain parked on the roads in Patterson Township, that person shall be guilty of a violation of this article and, upon conviction, shall be sentenced to pay a fine of $25 and costs.
B. 
If at any time during a period of snow emergency declared under § 182-38 a person shall drive a motor vehicle upon the roads in Patterson Township without having that vehicle equipped with front-wheel drive, snow tires or chains, that person shall be guilty of a violation of this article and, upon conviction, shall be sentenced to pay a fine of $25 and costs.
C. 
In addition to the fines set forth in Subsections A and B above, the responding police officer and/or authorized Township employee may, at his discretion, have any vehicle parked or driven in violation of this article towed and impounded until the owner of said vehicle pays the costs of towing and storage, in addition to any fines or other costs imposed as a result of a violation of this article.

When a snow emergency is declared pursuant to § 182-39, the following roadways in the Township are designated as snow emergency routes:
A. 
Darlington Road.
B. 
Eighth Street.
C. 
State Route 51.
D. 
Ross Hill Road.
E. 
Eleventh Street.
F. 
Nineteenth Avenue.
G. 
Sixteenth Street.
H. 
Twentieth Street Ext.
I. 
Fourth Street.
