A. 
Unless otherwise specified in a franchise agreement, the franchisee shall reserve for use by the township, without charge, a minimum of 5% of its downstream channel capacity for public, educational and governmental use or, if greater, the amount of capacity required to transmit three six MHZ channels to subscribers delivering a signal the technical quality of which is equivalent to the technical quality of other channels on the system.
B. 
Unless otherwise specified in a franchise agreement, the franchisee shall reserve for use by the township, without charge, a minimum of 20 MHZ of its activated upstream capacity for public, educational and governmental use or, if greater, the amount of capacity required to transmit three six MHZ channels upstream.
C. 
Unless otherwise specified in a franchise agreement, the franchisee shall provide all modulators, demodulators, laser transmitters/receivers and other devices as may be required to permit use of the upstream and downstream capacity. After January 1, 1994, upon the township's request, the franchisee shall make such modifications as may be required to use video compression technology and add such equipment in connection with all or part of the upstream and downstream channel capacity for public, educational and governmental use.
A. 
The franchisee shall provide, at cost, within 120 days upstream channel capacity for live telecasts from such public buildings or other locations as may be required by the township.
B. 
The franchisee shall provide to the township the ability to override the audio portion of the system in the event of an emergency and to change over to a video government channel in order to make emergency broadcasts. The township shall pay for the necessary character generator at the franchisee's cost.
