There is hereby created the Department of Parks, Buildings, Grounds and Code Enforcement, the head of which shall be the Director of Parks, Buildings, Grounds and Code Enforcement, appointed by the Mayor with the advice and consent of the Township Council.
The Department shall maintain all Township buildings, grounds, swimming pools, real property and parks, including garbage removal and maintenance of restroom facilities, and shall be responsible for proper testing of bathing beach waters and swimming pool waters.
The Department shall supervise and direct the employees engaged in the maintenance and custodial services for the Municipal Complex and other Toms River Township public buildings, grounds, real property, docks, wharves, bulkheads, piers, parks, beaches, and functions of the Division of Code Enforcement. Additionally, the Department shall have charge of the care and maintenance of the lawn, paths, shrubs and plants within the public parks, playgrounds, public grounds, and athletic fields and the care and maintenance of playground and park equipment of the Township, as well as designated bus shelters and snow removal areas.
The Department shall also conduct inspections and enforce all Township housing, property maintenance, and health and safety codes, as provided herein or by other provisions of the Township Code.
The duties of all employees within the Department shall be delineated by the Director.
There is hereby created the Division of Parks, Buildings and Grounds, the manager of which shall be designated by the Director, and shall assist the Director in the discharge of all duties assigned of the Department, and shall serve as acting Director in the absence of the Director.
Positions created. The following positions are hereby created:
There is hereby created a Division of Code Enforcement. The Division of Code Enforcement shall function as follows:
Conduct field inspections and special investigations to ensure compliance with various municipal ordinances.
Initiate and enforce rules and regulations in relation to enforcement of ordinances.
Initiate necessary legal action against violators of various municipal ordinances.
Perform any other such function as necessary to administer the purpose of this Division.
The manager of the Division of Code Enforcement shall be the Chief Code Enforcement Officer, designated by the Director:
Enforce the municipal ordinances and codes of the Township.
Review the municipal ordinance of the Township on a continuing basis and make periodic reports to the immediate supervisor, not less than once every six months, advising the immediate supervisor as to recommendations for new ordinances or regulations or the amendment of existing ordinances or regulations of the Township of Toms River.
To make investigations, serve violation notices, make and process complaints for code violations and make court appearances as necessary in connection therewith.
To maintain files of all papers and records pertinent to work performance.
To perform such other duties as are required by resolution.
