[Adopted 11-17-1988, effective 12-11-1988]
There shall be created a Long-Range Capital Planning Committee.
As used in this article, the following terms shall have the meanings indicated:
CAPITAL IMPROVEMENT
A major improvement or betterment of a nonrecurring nature to the physical plant of the Town as differentiated from ordinary repairs or maintenance of recurring nature.
Said Committee shall consist of five residents of the Town of Haddam, whose membership shall be in accordance with Article IV, Section 4-3, of the Town Charter adopted November 3, 1987, and who shall be appointed by the Board of Selectmen to serve for a term of five years. Of those members first appointed under the provision of this article, one shall serve for a term of one year; one member for a term of two years; one member for a term of three years; one member for a term of four years; and one member for a term of five years.
Said Committee shall prepare a five-year capital improvements plan which shall be reviewed and updated annually.
A. 
Said Committee shall review and set an order of priority for expenditures and shall report its findings to the Board of Selectmen based on the following considerations:
(1) 
The extent to which the proposed expenditure is needed.
(2) 
What alternatives to proceeding with the proposed expenditure exist.
(3) 
The soundness of the proposal in terms of the need to be fulfilled.
(4) 
The likely consequences of the cost of the proposed expenditures on the Town's financial position and mil rate.
B. 
The Committee's report to the Board of Selectmen shall be deemed advisory in nature and shall be a matter of public record.
