Pursuant to C.G.S. § 7-136, there is established the Economic Development Commission of the Town of Haddam (hereinafter referred to as the "Commission").
A. 
Number, qualification and appointment. The Commission shall be composed of up to 10 but no less than seven members, each of whom shall be an elector of the Town and shall be appointed by the Board of Selectmen (hereinafter referred to as the "Selectmen"). Except in the case of resignation or removal, each member shall serve until such member's successor has been duly appointed and qualified.

B. 
Appointment and terms. Upon expiration of the term of any member or replacement, a successor shall be appointed to serve for a full term of three years and may serve as many full three-year terms as he may be appointed and qualified for.

C. 
Vacancy. The Selectmen shall fill any vacancy for the unexpired portion of a vacated term without undue delay. The failure of any person appointed to serve as a member to accept or assume such office shall be deemed a vacancy.
D. 
Resignation. Any member may resign at any time by giving written notice of resignation to the Town Clerk. Such resignation shall take effect at the time specified therein or, if no time is so specified, at the time of the receipt thereof by the Town Clerk. An acceptance of such resignation shall not be necessary to make it effective.
E. 
Removal. Any member may be removed by the Selectmen for cause and, upon the request of such member, after a public hearing.
F. 
Minority representation. Appointments to and the composition of the Commission shall conform to the provisions of C.G.S. § 9-167a.
The Commission shall annually elect from its membership a Chairperson, a Vice Chairperson/Treasurer, and a Secretary. The Commission may establish such other officers as it deems necessary. No member shall serve in any office for longer than one year.
The Commission may recommend to the Board of Selectmen the appointment and hiring of employees, agents and consultants as may be necessary for the discharge of its duties, within the limits of the Commission's appropriations, and subject to the personnel and procurement provisions of the Charter of the Town of Haddam.
A. 
The Commission, upon approval of the Selectmen, shall conduct research into the economic conditions and trends in the Town and make recommendations to appropriate officials and agencies of the Town concerning actions to improve the Town's economic conditions and development. The Commission shall seek to coordinate the activities of and cooperate with unofficial bodies organized to promote economic development. The Commission may advertise, and may prepare, print and distribute books, charts and pamphlets which in its judgment will further its official purposes and which are within the limits of the Commission's appropriations.
B. 
The Commission shall file copies of minutes of its meetings as required in the Town Charter.
C. 
Annually, within 30 days after the end of the fiscal year, the Commission shall prepare and submit to the First Selectman and the Town Clerk a report of its activities and of its recommendations for improving such economic conditions and development. The Commission shall prepare and submit such other reports as the Selectmen shall require from time to time.
The Commission may request that the Board of Selectmen apply for grants from state and federal agencies and other sources, which grants shall be received by the Selectmen on behalf of the Town.
The Commission shall submit each year a budget to the Selectmen, at a time designated by the Selectmen, for inclusion in the Selectmen's budget proposal.
A. 
Meetings of the Commission shall be held at least six times annually and at such other times as the Chairperson may deem necessary.
B. 
A majority of the members of the Commission shall constitute a quorum for the conduct of business.
