This chapter shall be known, and may be cited,
as the "Municipal Tree Ordinance of the Town of Haddam, Connecticut."
It is the purpose of this chapter to promote
and protect the public health, safety, and general welfare by providing
for the regulation of the planting, maintenance, and removal of trees,
shrubs, and other vegetation in public areas within the Town of Haddam.
This chapter is enacted pursuant to the provisions
of C.G.S. §§ 7-148(b), 7-148(c)(6)(A)(v), 7-148(c)(7)(E),
7-148(c)(7)(H)(x), and the Town of Haddam Charter.
The Tree Warden shall be appointed by the Board
of Selectmen for a term of one year and until a successor is appointed
and qualified. The Tree Warden shall be qualified by education and/or
experience as determined by the Board of Selectmen, and shall have
all powers, duties and authority ascribed to tree wardens in C.G.S.
§§ 23-58, 23-59, 23-60 and 23-65, as the same may be
amended, and this chapter, including the power to appoint deputy tree
wardens and designate landmark trees based on factors including, but
not limited to, species rarity, old age, association with an historical
event or person, abnormality, and scenic enhancement.
The Conservation Commission shall serve as the
Shade Tree Commission, and shall assist the Tree Warden in the development
of a Town Forestry Plan and resultant Annual Works Plan, and shall
advise the Tree Warden pertaining to the criteria for the designation
of landmark trees.
