There is hereby established a Manchester Planning Commission, hereinafter referred to as the "Commission." Its territorial jurisdiction shall extend over the incorporated area of the Town of Manchester.

A. 
The Commission shall consist of five regular members, each to serve for five years or until his successor takes office, and the respective terms of the five members shall be on a staggered basis. In addition, there shall be one alternate member who shall serve for a term of five years or until his successor takes office, except that the term of the first alternate member appointed shall expire on December 31, 1991. The alternate member shall be entitled to attend all meetings of the Commission but shall be entitled to vote on matters within the Commission's jurisdiction only if a quorum of regular members is not present or one or more regular members disqualify themselves so that a quorum of regular members is not available to act on a particular matter of business.
B. 
All members, regular and alternate, shall serve with such compensation as the Mayor and Council deems appropriate and may be removed by the Mayor and Council for inefficiency, neglect of duty or malfeasance in office. All members shall be eligible for reappointment.

The Commission shall have all the powers, functions and duties provided for in Article 66B, § 3.01 et seq., of the Annotated Code of Maryland, 1988 Replacement Volume, as those sections may be from time to time amended.
