It shall be unlawful for any person or proprietor of a menagerie, circus, theatrical company, sleight of hand performance, jugglery or any other exhibition for admission to which any compensation shall be demanded to keep or exhibit within the corporate limits of Manchester without first obtaining from the Director of Finance a license, for which he, she or they shall pay the sum of $50.
It shall be unlawful for any person or persons to occupy the streets, pavements, alleys, public or private grounds or any part thereof in said Town of Manchester for the purpose of selling soft drinks, ice cream or other wares, conducting games of chance or any other enterprise whatsoever from which there may be derived a revenue without having first obtained from the Director of Finance a license for which he, she or they shall pay the sum of $50 for each such license; provided, however, that there shall not be any construction or interpretation of this article that could conflict with the general business welfare of said Town at any time, and no such license shall be arbitrarily denied; and this article shall not apply to any charitable benefits of any kind whatsoever.
Any person convicted of a violation of this article shall be guilty of a misdemeanor and subject to a fine not to exceed $1,000 or imprisonment not to exceed six months, or both such fine and imprisonment.

Every person, firm or corporation keeping, maintaining or operating for public amusement, within the corporate limits of the Town of Manchester, Maryland, any pinball machine of any kind or character whatsoever, or other similar mechanical or coin-operated gaming device, shall obtain an annual municipal license therefor from the Director of Finance to the Mayor and Common Council of the Corporation of Manchester and shall pay therefor the sum of $50 for each such machine or device. Each machine or device so licensed shall have affixed to it a tag issued by said Director of Finance, showing that the fee for the current year has been paid. All such licenses shall expire on the 30th day of April of each year, shall be nontransferable and shall be prorated quarterly.
Violation of this article is declared to be an infraction. The penalty for violation shall be $50 for the initial offense and $100 for each such repeat offense.
