Except as provided in Title 28, Chapter 11, of the Delaware Code, any person or persons keeping a house within the Town of Bethany Beach, wherein gambling or playing of cards, crap or other games of chance or hazard is allowed, shall be deemed guilty of a nuisance and any and all inmates thereof shall be deemed equally guilty with the proprietor or proprietors and shall, upon conviction, pay such fines as set out in Chapter 1, General Provisions, Article I, Penalties.
