No person shall operate any motor vehicle on the airport unless the
driver thereof is duly authorized and licensed to operate such vehicle on
state or municipal highways and operates the vehicle in accordance with state,
county and federal regulations and such vehicle is registered in accordance
with the provisions of the law of the state, county and applicable federal
regulations or unless specifically authorized by the Airport Manager.
No person shall operate any motor vehicle or mobile equipment on the
airport operational area except persons authorized to do duty thereon or persons
authorized by the Airport Manager.
No vehicle shall be permitted in or upon an operational area unless
it shall be in sound mechanical order with adequate lights, horn and brakes
and clear vision from the driver's seat. Trailers and semitrailers shall
not be permitted unless they are equipped with reflector buttons and proper
brakes so that neither aircraft propellor blasts nor wind will cause them
to be free rolling when disengaged from a towing vehicle. Positive locking
couplings shall be required for all tow equipment.
All vehicles operating on active airport operational areas, except those
especially authorized by the Manager, shall have prior permission and be equipped
with a functioning two-way radio tuned to ground control frequency or escorted
by a vehicle so equipped. In addition, between the hours of sunset and sunrise,
such vehicles shall have an overhead amber light in use.
All motor vehicles and mobile equipment shall be operated so as to be
under the safe control of their drivers at all times, taking into consideration
existing traffic and road conditions.
All motor vehicles and mobile equipment shall be operated at a speed
not to exceed 20 mph unless otherwise posted. Exception will be permitted,
when required, for those vehicles operating in accordance with Chapters 5
and 6 of the Airport Operations Manual.
No person under the influence of liquor or narcotic drugs shall operate
a motor vehicle or mobile equipment on the airport.
All vehicles shall yield right-of-way to any and all aircraft in motion
and emergency vehicles. Emergency vehicles responding to an alarm shall have
tower clearance or be escorted by a vehicle equipped with a two-way ground
control radio.
No vehicle will be permitted in the area between the airport passenger
terminal building and a commercial air carrier in the process of loading or
unloading passengers.
No vehicle for hire shall load or unload passengers at any place other
than that designated by the Airport Manager.
Unless otherwise provided in a lease or other agreement, the operation
of taxicabs or other motor vehicles for hire for the purpose of soliciting
or searching for passengers is prohibited.
The Airport Manager shall have the authority to tow or otherwise move
motor vehicles which are parked by their owners or operators on the airport
in violation of these regulations at the operator's expense and without
liability for damage which may result in the course of such moving.
