No person shall park a vehicle or permit the same to remain on the areas adjacent to the Monroe County Civic Center except at such places and for such periods of time as may be prescribed or permitted by the County Executive or his or her authorized representative.
For the purpose of this article, the areas adjacent to the Monroe County Civic Center shall be defined as the real property owned by Monroe County that is bounded by the Route 490 expressway, Exchange Boulevard, South Plymouth Avenue and West Broad Street in the City of Rochester.
Any person violating the provisions of § 315-1A of this article shall, upon conviction, be liable to a fine of not less than $10 nor more than $50. Such person shall be subject to all the provisions of Chapter 111 of the Municipal Code of the City of Rochester, as amended from time to time, except insofar as said provisions are inconsistent with any of the provisions of this subsection. The Monroe County Sheriff is authorized to prescribe the form of a ticket or other instrument covering any violation of said provisions, and the Monroe County Sheriff and his or her deputies, a police officer of the City of Rochester and any person duly designated by the County Executive may serve said ticket or other instrument upon the operator or owner of such vehicle.
If the absence of the operator or owner of said vehicle prevents personal service of the ticket or other instrument, the Sheriff or his or her deputies, a police officer of the City of Rochester, or a duly designated person shall attach the ticket or other instrument to the vehicle.
