A. 
No person, firm or corporation shall operate a livery within the County of Monroe outside the City of Rochester without having first procured from the County of Monroe a county livery license as herein provided.
B. 
The license fee for such livery shall be $75 annually and shall be paid for each taxi livery in the county outside the City of Rochester.
C. 
All county livery licenses shall expire on the 30th day of June after issuance, unless revoked, surrendered or abandoned as hereafter provided.
No person, firm or corporation shall be granted a county livery license or be an officer of a firm, company or corporation holding a county livery license unless said person, firm or corporation shall have been engaged in the taxicab business within the County of Monroe or City of Rochester for a period of seven years prior to application either as a taxicab driver or operator or owner or operator of a livery.

An application for a county livery license shall contain the name and address of the owner and, if the owner is a corporation or partnership, the name and address of the officers or partners thereof, the address at which such business will be conducted, a list of the cars to be dispatched from said livery with the name of the owners of such cars, the name and address of the holders of each hack plate to be operated out of such livery and such other information as the Sheriff may direct.
B. 
Nothing contained in this Article shall be construed to prohibit a person from obtaining a livery license for the purpose of operating a livery out of which several holders of hack plates may operate.
A. 
The Sheriff may promulgate such rules and regulations for the operation and location of county taxi liveries as he may deem appropriate for the operation of taxicabs within the County of Monroe outside the City of Rochester.
B. 
On the 15th day of each month, all county taxi liveries shall file with the Sheriff an updated list of driver's names and addresses along with the owner's names and addresses, the make, model, year and registration number of vehicles and the hack plate number of all persons operating from such livery.
The holder of a livery license shall be permitted to renew the license annually, provided that he complies with all the provisions of this chapter. The application for such renewal must be filed with the County Clerk not later than the 30th day of June of each successive license year. If the application for renewal is not made within this time, the holder will be deemed to have abandoned the license. The Sheriff shall notify the holder, in writing, by registered mail, return receipt requested, of the abandonment of a livery license. A holder so notified will be given 10 days to request, in writing, a hearing to show why the livery license should not be deemed abandoned. Upon a showing of good cause, the Sheriff may waive the abandonment.
